We have inspected the • <br /> sea wall at the Walter's Port Lagoon together with Mr. Reese, Mr. Crist and Mr. <br /> Ellis and observed the condition of the existing wall. Subsequent to that in- <br /> spection, we have had several discussions with Mr. Reese regarding the method of <br /> repair/replacement of portions of the west wall. <br /> It is our understanding that the south 125 feet of west sea wall, along the <br /> channel area, is to be replaced with aluminum sheeting like that already inplace <br /> along the east side of the channel. Mr. Reese has submitted several sketches in- <br /> dicating how the work will be accomplished. It is proposed to install a break <br /> water at the lake end of the wall, consisting of large boulders, 24" to 36" in <br /> size. Tie-backs are indicated, 5 feet on center, anchored to piling approximate- <br /> ly 15 feet behind the wall. Based on our review of the sketches and our dis- <br /> cussions with Mr. Reese, we have no engineering objections to this concept and <br /> recommend that it be accepted by the City. It will, of course, be necessary for <br /> the Walter�s Port Association to furnish detailed engineering drawings, certi- <br /> fied by a professional engineer registered in the State of Minnesota for the con- <br /> atruction and installation of the aluminum sheeting sP.a wall, which should include <br /> such details as length of sheet piling, diameter of tie-backs, soils and earth <br /> pressures on wall, etc. <br /> The installation of the tie-backs as proposed in the sketch will require some dis- <br /> ruption to the marshy area adjacent to the west wall. It is our opinion that this <br /> disruption will be minimal and that the marshy area will recover quickly to its <br /> present condition. <br /> We further understand through discussions with Mr. Reeae that the remainder of <br /> the wQst wall will be left basically in its present condition. Portions of the <br /> wall that have been raised from ice-heave will be cut down and the existing narrow <br /> walkway along the top will be removed. Most of the marshy area behind this <br /> portion of the wall is at an elevation very near to lake level. It is assumed by <br /> everyone concerned that the portion of the sea wall belaw lake level is relative- <br /> ly structurally sound, and therefore there is no pressing need for any i�ediate <br /> replacement in thia area. <br /> - Page 1. <br />
