Box 66 <br /> Crystal Eay, hiN 55323 <br /> Dear r�ayor Van Nest: . <br /> This let�er is in response to your letter of Narch 1 , 1978 and a <br /> follow-up to previous correspondence regardina comprehensive se»er <br /> planning and the Orono-Long Lake Interceptor (?�1WCC Project No. 71-13.). � <br /> tiJe wi]1 look forward to receipt of modifications to Map 1 , "Urban- <br /> Rura] Service Area", which includes the areas identified in your - <br /> Narch 1, 1978 letter.- Upon receipt of this inforration and other <br /> information herewith requested, we will for�ti�ard a copy to the <br /> ' Metropolitan Council and request their review and comnents on the - <br /> Comprehensive Sewer Plan (CSP) dated April , 1977_ This CSP (Phase I: <br /> i977-1990) will be considered an interim plan until such time as a <br />� CSP is prepared in accordance with the requirements of the Netropolitan <br />`' Land Planning Act. <br /> - A review was made of your CSP and corrar►ents were made on the pian at <br /> the June 17, 1977 meeting of the Metropo7itan Council 's Physical � <br /> . Deve7opment Corrmittee. Our comment at that meeting was that the CSP - � <br /> showed a difference in the Urban Service Area and the Sewer Service <br /> Area. This difference was not resolved until we received your letter _ <br /> of February 6, 1978 stating that the_City recognized that these areas - <br /> - ' were synonomous. It is our understanding that the modified tiap 1, - � � <br /> previously referred to in this letter, wi]7 confirm the agreement of <br /> the two areas. - • � <br /> _ The CSP also indicates that the City will study and recorra�nend solutions <br /> to the sewage disposal problems in areas not having sewer service avail- <br /> able. The CSP indicates that alternative solutions wi17 be considered <br /> with the insta7lation of sanitary sewers having the lowest priority. It <br /> is the intent of the Commission to recognize alternative waste manage- <br /> ment systems in the rural areas as we are in the process of initiating <br /> the "Alternative 4�'aste Management Study" under our 201 Facility Planning. <br /> � This Study together with the Metropolitan Council 's 208 Program wii7 <br /> i-ecorrpnend policies and procedures for on-site systems to be included � <br /> in an amendment to the Waste Management Policy Plan. A review and comments <br /> on rural area sewage systems will be made �ollowing the developnent of . <br /> the above procedures.
