Olson <br /> Zoning Administrator <br /> City of Orono <br /> Box 66 <br /> Crystal Bay, Mn. 55323 <br /> Re: Mr. James McCleary <br /> Building elevation relative to Flood Plain Zoning <br /> Our File No. 139 <br /> Dear Mr. Munich: - <br /> ^1 <br /> We have reviewed the topographic survey submitted by Mr. McCleary which indicates <br /> the general location of a proposed building to be constructed on his property <br /> adjacent to Co. Rd. 84 at the north end of Stubbs Bay. The survey indicates <br /> that the elevation of the property ranges from 930 near the shore line to 934 at <br /> the extreme southeast corner. The elevation at the proposed building location <br /> ranges from approximately 931.5 to approximately 932.5 according to the survey. <br /> Mr. John Holmquist of Hickok and Associates indicated to us that the elevation <br /> of the projected 100 year regional flood on Lake Minnetonka is 931.5 as estab- <br /> lished by the Minnehaha Creek Watershed District. The District further recou�ends <br /> that the lowest occupied floor level be set not lower than 3 feet above the <br /> regional flood level. <br /> Mr. Len Krammer of Barr Engineering indicated to us that the 100 year flood level <br /> for Lake Mianetonka is 930.9, established by the flood insurance studies their <br /> firm completed for Federal Government. Mr. Kra�ner reco�ended a minimum of <br /> 1 foot above the 100 year flood elevation for the lowest occupied level as indi- <br /> cated by State law. <br /> The Barr elevation of 930.9 is apparently based on a historical statistical <br /> analysis of rainfall within the existing Lake Minnetonka basin, while the Hickok <br /> elevation of 931.5 appears to be a maximum District �ater management elevation. <br /> We recommend that the lowest occupied level of the building proposed by Mr. <br /> McCleary be set not lower than 932.5, or one foot above the Minnehaha Creek Water- <br /> shed District max imum water management elevation. <br /> It does not appear that the level of Lake Minnetonka is subject to r,apid and wide <br /> fluctuation in water elevation and the one foot safety factor, in our opinion, is <br /> adequate for the 100 year flood occurrence.
