REGULAR P-1EETIPIG OF THE OROP10 COUPdCIL, JAr1UARY 23, 1978 Page 28 <br /> The petition to accept [�Jhite Oak Circle as a WHITE OAI� CIRCLE <br /> public road was tabled until P4ay 15, 1978 when <br /> the City Engineer will review tlie street' s <br /> construction. <br /> Mayor Van Nest moved, Pesek seconded, to refer LUCE LINE TRAIL PLAN <br /> to the Park Commission for their comments .for <br /> tlie Luce Line �rai�, rq�na�enent Plan draft and <br /> also to recommend that public access be allowed <br /> at the Luce Line Trail where it intersects at <br /> the proposed ring route crossing ratller than <br /> at L9illow Drive. Motion, Ayes (3) - Nays (0) . <br /> P�r. James McCleary was present to discuss his STUBBS BAY P4ARINA <br /> application for a dock permit. at the Stubbs <br /> Bay Piarina, 3445 Bayside Road. <br /> The following letter was received from James <br /> P�IcCleary dated January 15, 1978, which states: <br /> Enclosed please find a copy of my proposed dock <br /> plan for 1978 and subsequent years. Subject <br /> plan was developed after close consultation <br /> with the 14ayor and the staff, and has been <br /> approved by the LP�CD dock cor.unittee subject to <br /> final approval at the general meeting later in <br /> January. <br /> I understand that my 1978 dock application is <br /> currently scheduled to await review with the <br /> other rtarina applications when they all arrive. <br /> Since the delay is liable to be some time, I <br /> would like to request that you act on my plan <br /> at your earliest convenience. <br /> The reason I am requesting this special <br /> consideration is to enable me to order the <br /> materials for the docks so that they can be <br /> installed prior to the 1978 boating season. <br /> As you may know, untreated material to build <br /> such a system must be specially ordered from <br /> the North Woods, which takes a r.minimum of 30-60 <br /> days. The docks Must then be built on the ice, <br /> requiring heavy equipment to operate under <br /> r�larginal conditions if the construction process <br /> is delayed too long. <br /> I feel that the safety and welfare of the dock <br /> facility users will be adversely effected if new <br /> doc}:s are delayed yet another season by the <br /> approval process. Just last year an injury occurred <br /> which was supposedly caused by an unforseen flaw in <br /> one of the docks. Insurance is also more difficult <br /> to get as docks get older.
