COFIMENTS RELATIVE TO REPORT NARRATIVE <br /> Item 1 It has been our understanding that the proposed alignment for the <br /> _ Ring Route would proceed northerly from the intersection of CSAH 19 and County <br /> Road 84 along the section line until it crosses the Luce Line Trail . North of <br /> the Luce Line the alignment would curve to the northeast to connect to CSAH 6. <br /> This alignnen� would provide a better solution for future extension of CSAH 19 <br /> along the section line to T.H. 12. � <br /> Item 2 Page Three, State Aid Funding: Statement is made that Orono <br /> receives funds from the "State Gas Tax"; this statement is erroneous in that <br /> municipalities over 5,000 receive funds from the State Highway User Tax Distri- <br /> bution Fund. This fund consists of proceeds from taxation on motor fuels as <br /> we17 as ta�ation on motor vehicles - i .e.' vehicle registration. <br /> Item 3 Page Eight, Design: The last sentence of the first paragraph <br /> refers to 'the more stringent Hennepin County design standards were used for <br /> the project." Since this route is to be designed to State Aid standards, we <br /> see no reason why attention should be called to more stringent county design <br /> standards. I11 our opinion, this rouze would have to comply with th� minimu� <br /> � municipal State Aid construction standards which is the same whether the route <br /> . were under county or municipal jurisdiction. <br /> B. COMMENTS MADE RELATIVE TO DESIGN �EOP1ETRICS <br /> Item 1 Recommendation is made that consideration be given for a combined <br /> right turn and passing lane at intersections with CSAH 6 and CSAH 19/County Road <br /> 84. The attached design plate illustrates the type of configuration which is <br /> normally employed at a rural intersection where traffic volumes on-the major <br /> route (new Ring Road) are anticipated to be relatively high.
