Since that time, the City has received <br /> an additional $812. 00 under this program. Rather <br /> than try to find specific items or projects within <br /> the Governrflent Buildings Department each time we <br /> receive funds, I recomrtend that all present and <br /> any future payments under this program be designated <br /> for the use of the Government Buildings Department. <br /> These funds may be used to pay salaries and benefits, <br /> and purchase needed materials and supplies f_or the <br /> maintenance of all the government buildings of the City. <br /> Pesek rioved, Butler seconded, to approve all present <br /> and future payments of the Anti-Recession funds be <br /> used to pay salaries and benefits , and Ptirchase needed <br /> materials and supplies for the maintenance of all <br /> government buildings of the City. PZotion, Ayes (5) - <br /> Nays (0) . <br /> Dick nenson, City Adr.tinistrator, informed the City UTILITY DEPARTMENT <br /> Council that on July 25, 1977, because of very EVALUATION <br /> serious problems in the Utility Department, <br /> Mr. IIill Carlson was demoted from Assistant Public <br /> Works Supervisor to Utility Foreman. <br /> The reason for the change was a lack of leadership <br /> on P4r. Carlson's part in that he was unable to <br /> control the dissension within the department; <br /> nor could he initiate very badly needed riaintenance <br /> prograr.is. <br /> We also felt that if Mr. Carlson' s duties were � <br /> concentrated in just one area, he could develop <br /> the badly needed maintenance programs, have more <br /> time to develop a more complete inventory and <br /> create a better line of comriunication with the <br /> other er.iployees, thereby elir.minating the dissension <br /> that has built in the past. <br /> One of the biggest problems Mr. Carlson has is <br /> accepting the fact that the problems in the Utility <br /> Department were of his own doing. The fact that <br /> someone else brought them to the surface does not <br /> change who is responsible for them. <br /> In the past five months, Mr. Carlson has been more <br /> concerned with the salary decrease he received at <br /> the time of demotion than he is about correcting <br /> the problems that still exist.
