I feel the <br /> � only area which we have grounds and responsibility <br /> to pursue is the abatement of the non-conforming <br /> ! use involvin� chickens. This should also remove <br /> the most visible sore point and the most probable <br /> � health hazard. <br /> � Mr. Alan Olson also commented that there has <br /> � not been any complaints on t4r. Quast' s septic <br /> system. <br /> � <br /> Mayor Van Nest moved, Butler seconded, to direct <br /> � staff to inform Pir. Quast of the specific <br /> regulations on animal units and that he would <br /> � have to conform to Section 31.106 not later <br /> � than January l, 1978. Quast' s chicken coup is located on City <br /> � right of way and also he has been informed by the <br /> State that if i�r. Quast is having water hauled <br /> � to his home in a tank truck for domestic purposes <br /> and is plumbed thoughout the home for that purpose, <br /> it is not considered to be potable even though <br /> � the water is safe when it is loaded on the truck. <br /> Mr. Printup cited i�.H.D. #130 as provided to him <br /> � by P�ir. Roger Foster at the health department. <br /> � i4ayor Van Nest moved, Pesek seconded, to direct <br /> staff to develop a survey of Minnetonka Avenue to <br /> � determine if P4r. nuast has a building on Cit_y <br /> . property and to determine potable water complaint. <br /> Motion, Ayes (3) - Nays (0) . <br /> � Mr. Bruce IZalkerson, City Attorney, commented <br /> that in order to prosecute a public nuisance, <br /> complaints have to be signed as reviewed in <br /> � Nir. Jim Bloer_iendal, FORFEIT PROPERTY <br /> Regional Land Specialist, Division of Water, <br /> � dated September 22, 1977, which states: <br /> On Septerlber 19, 1977, I called you but you were <br /> . not in so I spoke with Otto Christenson of the <br /> �Di1R concerning the acquisition by the City of <br /> Orono of tax forfeit property at Stubb' s Bay <br /> Road (District 38, Plat 41440, Parcel 5400) <br /> which is tax forfeit property.
