Mr. Alan Olson visited the site <br /> � and issued tags to Mr. Ray Kempf and dredge <br /> � owner, Mr. Bill Niccum, who were supervising the <br /> work. A STOP WORK order was placed, but work <br /> � was halted only after threatening their arrest. <br /> + Staff - August 3, 1977 <br /> � The City Attorney obtained a temporary restraining <br /> order against any further dredging until after <br /> � August 8, 1977. <br /> � <br /> Staff - August 4 , 1977 <br /> � <br /> Visited site and talked with Ray & Paul Kempf. <br /> � Rec�uested specific replies to unanswered questions <br /> • as per Council minutes of July 25, 1977. Inspected <br /> roposed dredging area, reviewed City concerns , <br /> � eceived copies of previous information. <br /> � The materials attached represent the history of <br /> this application to date. Permits have been <br /> � issued by the MCWD, DNR and Army Corps of Engineers. <br /> Consideration by Orono should include related <br /> ` topics such as total dock use area (dock length) <br /> . and runoff channelization and filtration. Other <br /> topics of general marina development include the <br /> ` highcvay access improvement, future structural <br /> additions, screening, planting, etc. These can <br /> � be addressed in the licensing resolution to be <br /> prepared when the current differences are resolved. <br /> • <br /> • Council Meeting - August 8, 1977 <br /> � Mr. & Mrs. Ray Kempf were present concerning his <br /> dredging request. After studying the resolution <br /> � presented this evening, Mr. Kempf stated that it <br /> was difficult to absorb the entire concept of the <br /> � resolution. P�r. Kempf informed the City Council <br /> that back in March, 1977, he sent applications to <br /> � the LD4CD, DNR, r4CWD, Orono and the Army Corps of <br /> S Engineers. The Army Corps of Engineers then issued <br /> � permit.
