 . , ,
REGULAR MEETING OF THE ORONO COUNCIL, JULY 25, 1977 Page 15
 3. If dredging and riprap plans cannot be implemented, NORTH STAR MARINA
we are uncertain how to proceed. It would seem (Continued)
that in order to meet Orono and LMCD requirements,
• the entire character of our business might have
to be altered. It is uncertain what changes
and improvements the economics of these changes _
might permit.
•
For your information the following is a schedule of
the most practical times of year to accomplish the
projects under consideration:

May 1 to Oct. 1 Dredging & riprap
Oct. 1 to Nov. 15 Remove existing dock structures
Jan. 1 to March 1 Install new dock structure
June 1 to Sept. 1 Building structures on lad
July 1 to Sept. 1 Blacktopping
Summer months Fencing
 Summer months Curbing
• Spring Landscaping
To summarize, the entire development plan hinges on
the dredging and riprap plan already submitted. Only
with this and a favorable working relationship with
Orono can we continue to develop the plan as out-
lined above. Without the ability to dredge and
riprap this year, any plans will be delayed at least
one year, during which time our total comprehensive
improvement plan may change dramatically or be
dropped completely in favor of continuing our operation
 as it has been historically.
 End of letter
 Council tdeeting - July 25, 1977
Mayor Van Nest stated that he assumed that North
Star Marina would submit an overall plan to the
City.
Paul Iiempf replied that they do not have a dock
structure plan. This will take time, we want to
work out all the details.

• Councilmember Butler asked why he could not take
the docks out first and then dredge. Mr. Kempf
replied that he needs four feet of water to take
the spoils by barge to Excelsior and if the water
drops another 4-6 inches, the barge will have
problems navigating. We do want to proceed with
the dredging and riprapping. We have permits from
the Minnehaha Creek Watershed District and the
 Department of Natural Resources.
Mayor Van Nest: Orono needs a total plan to
determine what is going to happen.
