Motion, Ayes (4) - <br /> ays (0) . <br /> � <br /> � Henry Muhich, Building & Zoning Administrator, ZONITJG VARIANCE <br /> • read into the record the following information PROCEDURES <br /> concerning Zoning Variance Procedures: <br /> � <br /> Staff is recommending a revision of the procedure <br /> � for reviewing zoning variance applications. <br /> Proposed is a multi-level chain of authority <br /> � designed to reduce delays for the applicant, to <br /> • reduce Council and Planning Commission time <br /> involvement on what have become routine matters so <br /> � their time can be better spent on policy questions, <br /> and to reduce staff time and cost involved in memo <br /> � preparation. The proposal utilizes established <br /> Council policy and professional staff judgment, yet <br /> a retains checks and balances for citizen rights. <br /> � Recommended is the establishment of a Zoning <br /> + Variance Board of Review to consist of two Planning <br /> Commission members and one Council member. The <br /> � Review Board will meet when requested by the <br /> Zoning Administrator at times convenient to the <br /> � Tnembers, No established meeting schedule is <br /> �ontemplated. <br /> � <br /> � l. The Zoning Administrator will act on variances <br /> for single family residential use which meet <br /> � one of the following criteria: <br /> � a. Proposal is for an addition to an existing <br /> residential building (not exceeding 500 of <br /> � the existing building valuation) which requires <br /> variance for lot area, lot width and/or yard <br /> ` setback to the existing building. Yard set- <br /> ` back variance for the addition considered, <br /> only if it will not further reduce an existing <br /> � substandard yard (31. 410) . Not considered <br /> will be variances for lakeshore and wetlands <br /> ! requirements or cases where the lot would <br /> be more than 30% covered with structures. <br /> • <br /> • b. Proposal is for new construction on a pre- <br /> existing lot of record in any residential <br /> � zone where the lot meets or exceeds 80% of <br /> the required lot area or lot width.
