There was some concern over the � <br /> �00 North Arm Drive <br /> ` proposed Outlot A, the existing substandard on (Continued) <br /> acre lot, and the actual determination of wetlands <br /> � status located within proposed Lots 4 & 5. <br /> �, After much discussion, the Planning Commission <br /> recommended approval of the proposed plat subject <br /> � to the following conditions: <br /> � l. Conservation easement over Outlot B wetland <br /> area. <br /> � 2. Conservation easement over Outlot A to provide <br /> the necessary 2 acres for the on-site septic <br /> � system on the existing, substandard, adjoining <br /> lot. <br /> � 3. Combine Lots 4 & 5 as one building site until <br /> � the problem of determining the soil conditions <br /> and dry buildable area can be resolved. <br /> w 4. Preliminary approval does not indicate approval <br /> for any dock rights. <br /> � 5. Subject to a park dedication fee. <br /> � If City determines that the area designated by the <br /> Hennepin County Soils Conservation Distraict as Ha <br /> � soil, this area should not be included in calculating <br /> dry buildable area of Lots 4 & 5 individually. <br /> � Each lot will lack the required minimum 2 acre area. <br /> • This determination was recently made by the Planning <br /> Commission in the case of the Painters Creek sub- <br /> � division proposal. <br /> r Council Meeting - February 14, 1977 <br /> � Also present at the meeting concerning the Victoria <br /> Grain Company request was Mr. Hacking, Mr. Berg, <br /> � Mr. Dougherty, and Mr. Brauer. <br /> r Mayor Brad Van Nest stated that conservation easements <br /> are required to preclude any and all structures. <br /> � Mr. Hacking stated that we do want a provision <br /> • provided for private docks. rsayor Brad Van Nest <br /> stated that the design of the proposed dock is not <br /> � clear, 2) what are the docks proposed to be used <br /> for, 3) what dredging will be required to satisfy <br /> � this dock construction and use, 4) how many lots <br /> will the dock serve. <br /> � Mr. Dougherty stated that one dock which is proposed <br /> � for six lots of Tract C is proposed as a riparian <br /> right lot if it is determined that this Outlot C <br /> � is lakeshore property. <br /> � Mayor Brad Van Nest stated that since this is informa- <br /> � tion for the applicant only at this time, that the <br /> applicant should: 1) prepare documentation for the <br /> � Planning Commission related to conservation easements, <br /> 2) plans and specifications for proposed docks and <br /> � dredging and develop any and all standards required <br /> for this proposed subdivision as suggested by the <br /> � Planning Commission and present this material to the <br /> � Building & Zoning Administrator. <br />
