Mr. Muhich <br /> . informed the Commission and Mr. Birkeland that <br /> a moratorium on dredging has been declared since <br /> � this application. Any approval at this time would <br /> require a variance to the moratorium. <br /> � Cor:►r.iission made the suggestion that Mr. Birkeland <br /> � put a dock in front of his property. Mr. Birkeland <br /> felt that existing channel is man-made and should <br /> , be maintained. He has maintained this channel in <br /> order to eliminate any growth of algae and weeds <br /> � which does not look appealing. <br /> � After a brief discussion, the Planning Commission <br /> a recommended that Council honor the moratorium and <br /> table this matter pending a resolution to the <br /> � moratorium in effect until July l, 1977. <br /> � Mr. Birkeland was informed that this item would be <br /> before the Council on February 14, 1977, and he <br /> • could reguest a decision at that time. <br /> �' Council Meeting - February 14, 1977 <br /> � Mr. Robert Birkeland stated that frozen conditions <br /> � are required to dredge the area now rather than in <br /> the spring of the year and that this request is <br /> � part of an original request submitted in 1973. <br /> � Mayor Brad Van Nest asked where spoils would be <br /> � placed and that leeching of nutrients into the <br /> lake is a matter of public concern. Councilman <br /> � Massengale inquired if this was part of maintain- <br /> ing property or if it was an improvement. It <br /> � appears that a wider channel is being proposed <br /> than what was originally constructed in the <br /> � 1960 ' s. Councilman Massengale continued by <br /> S stating that the intent has to be clarified. <br /> Mayor Brad Van I�dest also reminded Mr. Birkeland <br /> ! that there is a moratorium in effect on all <br /> wetlands until July l, 1977. <br /> � <br /> Paurus moved, Butler seconded, to table the matter <br /> • until: <br /> � l. Width of channel is determined <br /> � 2. Determination of where spoils will be placed <br /> 3. Direct staff to make findings of all facts. <br /> � 4.
