� • � R�GULAR MEETING OF THE ORONO COUNCIL, MAY 23, 1977 Page 45 � Henry P4uhich, Building & Zoning Administrator, NAVARRE D�IVE-IN THEATRE informed the City Council that the Navarre Drive- � In Theatre has had several uncontrollable situations develop on their premises during the � past three weeks which is affecting the health, • saf_ety and welfare of patrons and residents of � the area. � Police Chief Mel Kilbo informed the City Council � that the Navarre Drive-In Theatre is having probleMs with: � • l. Parking 2. Unauthorized admittance � 3. Drinking on premises 4. Fights � 5. Noise 6. Inadequate police protection • � - . � Mr. Lebewitz, Navarre Drive-In Theatre Manager, � commented that the theatre has attempted to show proper movies but we have had some problems � handling patrons and have witnessed a person with a gun and a knife. � � � Mayor Van Nest commented that it is obvious that � there is a definite lack of management and reviwed the twelve conditions that were originally stipulated � with the issuance of the license, which state that: � l. Reaulations of Operations: The shows will not start before 7 : 30 P.M. or at dusk. • 2. Control of Traffic: When the traffic is at � the heaviest, the management will have enough employees on duty to get patrons in expeditiously. � 3. Exit and Entry Lights: A new manager has been hired and will keep everything in good � repair at all times. 4. Time of r4ovie Closing: Closing time is normally • 1: 00 A. M. and 2 : 00 A. M. when daylight time is in effect. � 5. Screening Fence: There is a growth of trees � between the theatre and the residential area and to the east is a commercial section and � considering that they are both in business at different times, there will be no problem. � 6. Speakers Sound & Noise: All speakers will be • turned off when not in use and volume will be � kept down. � (Continued) � � •
