� ' <br /> � RE�GULAR MEETING OF THE ORONO COUNCIL, MAY 23, 1977 Page 23 <br /> � Henry Muhich, Building & Zoning Administrator, ZONING VARIANCE <br /> read into the record zoning variance procedures PRC7CEDURES <br /> �s follows: <br /> � Staff is recommending a revision of the procedure <br /> + for reviewing zoning variance applications. <br /> Proposed is a multi-level chain of authority <br /> � designed to reduce delays for the applicant, to <br /> reduce Council and Planning Commission time <br /> � involvement on what have become routine matters <br /> so their time can be better spent on policy <br /> � questions, and to reduce staff time and cost <br /> • involved in memo preparation. The proposal <br /> utilizes established Council policy and <br /> � professional staff judgment, yet retains checks <br /> and balances for citizen rights. <br /> � <br /> Recommended is the establishment of a Zoning <br /> • Variance Board of Review to consist of two <br /> • Planning Commission rlembers or one Planning . <br /> Commission and one Council member. The Review <br /> � Board will meet when requested by the Zoning <br /> Administrator at times convenient to the members. <br /> � No established meeting schedule is contemplated. <br /> � l. The Zoning Administrator will act on variances <br /> for single family residential use which meet <br /> � one of the following criteria: <br /> � a. Proposal is for an addition to an existing <br /> � residential building (not exceeding 500 <br /> of the existing building valuation) which <br /> � requires variance for lot area, lot width <br /> and/or yard setback to the existing build- <br /> • ing. Yard setback variance for the addition <br /> • considered, only if it will not further <br /> reduce an existing substandard yard (31. 410) . <br /> �, Not considered will be variances for lake- <br /> shore and wetlands requirements or cases <br /> � where the lot would be more than 30$ covered <br /> with structures. <br /> � <br /> b. Proposal is for new construction on a pre- <br /> • existing lot of record in any residential <br /> , zone where the lot meets or exceeds 80� <br /> of the required lot area or lot width. No <br /> � other variances would be considered. <br /> �, c. Applicants may request in writing appeal <br /> of any Zoning Administrator decision to <br /> � the Review Board, or the Zoning Administrator <br /> + may require review of any application by <br /> � the Board. <br /> (Continued) <br /> � <br /> � <br /> � <br />
