� . <br /> • SPECIAL PUBLIC HEARING, ORONO COUNCIL, MAY 24 , 1977 Page 2 <br /> � Police Chief Mel Kilbo also informed the City PUBLIC HEARING <br /> Council that he was informed this afternoon that Navarre Theatre <br /> �he Navarre Drive-In Theatre has not been issued <br /> permit by the State Fire Marshall. Mr. Braverman �Continued) <br /> • replied that he would instruct his manager to comply <br /> Q immediately. <br /> � Mr. Jerry Zell, 3680 Norther Avenue, complained <br /> about excessive traffic, noise, and dust. <br /> • <br /> Dick Benson, City Administrator, read into the record <br /> � a letter from Russell T. Aslesen, 2394 Blaine Avenue, <br /> stating that: <br /> � <br /> � My mother and I live adjacent to the Navarre theatre <br /> and for the past few summers have found the situation <br /> � deteriorating. The speakers are on loud until after <br /> 2 : 00 a. m. , making it almost impossible to sleep. <br /> � Just recently, there were only 15-20 cars in <br /> attendance and still the speakers were going full <br /> • blast. <br /> � The flashing signs also are kept on until the <br /> � shows are completed and they, too, cut into a <br /> person' s sleep. , <br /> • <br /> The dust makes it impossible to have windows <br /> • �pen in the evening and the noise made by the <br /> �utgoing cars is very disturbing. The noise made <br /> � by the customers who engage in carhorn honking <br /> • contest almost drowns out attempts at conversation. <br /> � End of Letter <br /> � Mayor Van Nest reviewed Chief Kilbo' s memo dated <br /> May 24, 1977 stating conditions that should be <br /> • met before continuing the theatre license, which <br /> • states: <br /> � Below are listed conditions that should be met <br /> before the Navarre Drive-In can function as a safe <br /> � and secure business: <br /> � a) Prohibit beer and liquor on premises. <br /> b) Limit car limit to six adults per car. <br /> • c) Uniformed security at the entrances subject <br /> � to approval of the Chief of Police. <br /> d) Fencing around area that restricts access , at <br /> + all times, to be installed before operations <br /> commence, subject to approval of the City. <br /> � e) All patrons to remain in vehicles except for <br /> concession stand or bathrooms. <br /> � f) No loitering to be allowed on premises. • <br /> . ,) Actual supervision and enforecement by management <br /> in aisles of loud speakers and other violation.
