Mr. Ellis commented that the west wall <br /> should be composed of a filter blanket and the <br /> � natural dike should not be removed, as it is <br /> effective at this time. <br /> � Massengale moved, Paurus seconded, to direct staff <br /> � to: <br /> � 1.
