A. Larson, Chairman of the <br /> West Suburban Joint Trails Commission, dated <br /> �pril 20, 1977, which states: <br /> • During the course of the last several months, the <br /> • Joint Trails Commission has been discussing the <br /> need for a professional trails plan for the Lake <br /> � Minnetonka area. This need has been shown several <br /> times during the course of existence of the J.T.C. <br /> � The need has arisen with each application which has <br /> been submitted for funding of different parts of <br /> + the trails system which is proposed by each separate <br /> community. Also, the Metro Council is requiring a <br /> � development plan from each of the communities <br /> • of which a professional trails plan would be a part. <br /> � With these factors in mind, Mr. William Short was <br /> contacted and asked to make a presentation of the <br /> � technique of trails planning which he had done for <br /> the City of Plymouth at a cost of $24,000. From <br /> r the proposal which he drew up for the West Suburban <br /> • Joint Trails Commission involving all the <br /> communities of the J.T.C. a cost figure of approximately <br /> � $70, 000 was projected. Using this figure and a <br /> formula for cost break down of 30$ for population, <br /> � 30� for area and 40� for number of miles of proposed <br /> trails, a presentation was made to each of the City <br /> � Councils by their respective Joint Trails Commissioner. <br /> fter this presentation several communities expressed <br /> an interest following up further with the proposal. <br /> • These communities include Excelsior, Long Lake, Minne- <br /> tonka Beach, Mound, Orono, Shorewood, Spring Park, <br /> � Tonka Bay and Wayzata.
