r <br /> Page 24 <br /> � � <br /> � � , , � - <br /> Aprij 25, 1977 ' - <br /> f � . . <br /> ` Dick Benson <br /> Orono City Hall <br /> � Dear Dick; <br /> � I feel we are well on the way to creation of The French Lake Water <br /> Stordge Basin, and I will be happy to hold a neighborhood familiarization <br /> meeting at my house next month or June or July, any time convenient for <br /> Mayor Van Ness to meet with the neighbors. <br /> • <br /> � I feel our first request should be to ask for outright title from each <br /> property owner for his portion of the marsh to be flooded. To facilitate <br /> this, we will need some legal form for them to sign indicating their <br /> intention to donate a specific land piece. We must have a favorable <br /> assessment on each piece, from Clenn Hawkyard, so at the time each <br /> landowner can see a tax gain from his gift. Glenn could easily place <br /> � a high value on each piece of land by projecting the value of the land <br /> if French Lake were allowed to shrink and the wetland dry up, as might <br /> happen soon when the sewer connection stops the water flow into French <br /> � Lake. A dried up swamp would creat buildable land, and it being a 2 <br /> acre minimum homesite area, each piece of land should be valued as a <br /> � buildable lot. We would also need a commitment from the City Council ' <br /> that each land gift accepted would be sold back to its donor for $ I.00 <br /> if the basin is later abandoned. If the original donor or his heirs <br /> did not want to buy back, it would then be offered to the other <br /> �and donors to keep the neighborhood as at was, and not open to development. <br /> � As a fall-back position, we should ask for outright gift of the land <br /> � nd haae a Council corrmitment to sell it back for $].00 five years later, <br /> with the City retaining water storage rights. <br /> • <br /> • In both cases, the Council would prohibit public use of or access to the <br /> water, except by adjoining property owners-donors. Also, mosquito control <br /> � measures not harmful to the wildlife would be employed. <br /> � Finally, we would need a good, large map showing the probable maximum <br /> and minimum size of the basin, and how the weir will be protected from <br /> vandalism or pranksters. <br /> • <br /> � Sincerel�c, <br /> i ,���'%�� <br /> C ' <br /> Charles J.
