The general consensus was that the <br /> anticipated influx of population in that area <br /> � is presently not sufficiently restricted in <br /> light of a natural conditions of water supply, PRESENT PROBLEA7S HAD <br /> � sewage facilities and capabilities, land con- NOT BEEN FORSEEN <br /> tours, marshes and other topographical features . <br /> � None of the above problems had been forseen by <br /> the zoning amendment in 1967 . Van Nest noted <br /> � that the area drains into Painter Creek which <br /> • flows into Lake Minnetonka. Painter Creek already <br /> is a source of pollution and the development <br /> � of area A into 1 acre subdivisions would result <br /> in additional pollution to the watershed district <br /> � and Lake Minnetonka. Approximately 3/4 of area <br /> A is located in the Painter Creek drainage area. <br /> � It was noted that Grono is in a major water recharge <br /> area. The State Report on Surface Water Manage- <br /> � ment indicates that it is necessary to preserve <br /> i open areas in water recharge areas to allow for <br /> the protection of the ground water surface <br /> � supply. Searles noted that the report titled <br /> the Regulations for Disposal of Rural Domestic <br /> r Liquid Waste in Wisconsin, November, 1971 supports <br /> �the finding that this area must be rezoned from <br /> 1 to 5 acres in order to protect the public. <br /> It was also noted that the Metropolitan Council <br /> � guidelines and ground water guidelines of Feb- <br /> . ruary, 1973 support this conclusion. Moreover, <br /> the Metropolitan Council map show that these <br /> � areas have soils with severe limitations for <br /> urban development. This change would be consistent <br /> � with the Metropolitan Development Guide Plans and <br /> Open Space Policy Plans. It was stresed that the <br /> • Metropolitan Council and the comprehensive guide <br /> plan as adopted acknowledges the presence of <br /> � unique physical characteristics in this area <br /> i and the need to rezone the area form 1 to 5 <br /> acres. Morever, the village wlashes to provide <br /> � more continuation of this rural residential <br /> character without great population density in <br /> � order to provide a balanced land use for the <br /> entire village. Moreover, intense development <br /> i in trhat area would result in expensive sewers , <br /> water lines , road networks which the village <br /> � and the citizens cannot afford. The intense <br /> � development would disturb the ecological <br /> balance present existing which is necessary <br /> � to protect the value of homes and property, <br /> to protect the water quality and eliminate storm <br /> �water treatment facilities which would be necessary <br /> � <br /> � <br /> � <br />
