There is a need to rezone this <br /> � property to a residential use because increased <br /> commercial uses in this area will result in <br /> � traffic hazards on County Road 19. Moreover, <br /> • the property borders upon a marsh land area <br /> and development of this area as commercial <br /> � uses would not be ecologically sound. Moreover, <br /> development of this small area as a commercial <br /> � use would result in the diminution in value of <br /> the surrounding real estate used for residential <br /> � purposes. The change to LR-1B will result in <br /> additional protection to the environment and <br /> • marsh lands in the area which act as a purifica- <br /> tion and filtration process for the storn water run- <br /> � off in the area. It was noted that the results <br /> , Harza studies and the Surface Water Management <br /> Plan indicate that to develop areas such as <br /> ` these more intensely would result in a massive <br /> increase in the pollutants discharged into Lake <br /> � Minnetonka <br /> • That property known as area R-2 was next discussed. AREA R-2 <br /> That property will be rezoned from a B-1 commercial B-1 to LR-1B <br /> �to an LR-1B, 1 acre residential. The property is <br /> � presently vacant and includes a large marsh area. <br /> The property is adjacent to the Old Beach Road <br /> � which is a rural residential road with limited ca.pac- <br /> ity for additional traffic. Part of the property <br /> � is contiguous to County Road 19 and County Road 15 . <br /> Both of these roads already are congested and pose <br /> • serious traffic problems for the people who live in <br /> • the area and travel upon these roads. If this <br /> property were to be developed as B-1 commercial, <br /> � the storm water run-off would run directly into <br /> the Lake Minnetonka or else into the marsh land <br /> � which is too close to the lake to allow for <br /> adequate filtration of the pollutants in storm <br /> � water. Moreover, the site with the marsh land <br /> present is almost unusable as a B-1 zone. The vil- <br /> � lage would not allow the destruction of the marsh <br /> S land because of the ecological and environmental <br /> importance of its preservation. The proposed <br /> � use of this property as residential would result <br /> in its being more compatible with the residential <br /> r property now located to the east and to the north <br /> of the site. <br /> � <br /> � <br /> � <br /> � <br /> � <br /> • <br />
