There is one small <br /> building which would qualify as a B-1 commercial <br /> use presently and will be allowed to continue as <br /> a nonconforming use in the future. <br /> The Council and Planning Commission members next AREA 0-2 <br /> discussed the property marked as 0-2 . That B-1 to B-4 <br /> property is presently zoned B-1 commercial and <br /> will be rezoned to B-4 commercial . It is located <br /> along County Road 19 and is on the south side <br /> of that road. Presently the property is being <br /> used for a bank, a clinic and an office building. <br /> However, it is primarily vacant land. Therefore, <br /> the rezoning of this property to a B-4 will change <br /> the zoning classification to allow for the uses <br /> * that are presently in that area. It should be <br /> noted that this area marked as 0-2 is across the <br /> street from another area that is presently zoned <br /> commercial that will be rezoned to a B-4 commercial. <br /> All of these areas are adjacent to County Road 19 <br /> which is the major traffic thoroughfare from the <br /> south eastern part of the village and from the <br /> City of Excelsior into Navarre. The traffic <br /> � studies have shown that a B-4 district will <br /> generate approximately l�� of the traffic that <br /> . the B-1 commercial will generate. County Road <br /> 19 is already overly traveled and cannot be up- <br /> graded in the future. Any additional traffic in <br /> this area would result in traffic hazards for all <br /> those using that road. Moreover, a B-4 commercial <br /> use in this area would more likely involve less <br /> hard cover and would therefore not cause as fast <br /> a storm water run-off into the lake as B-1 uses in <br /> this area would cause. It was noted that the owners <br /> of the property in this area had previously expressed <br /> � a preference for a B-4 designation for this property <br /> to allow for the development of office uses . <br /> The property across the street from the area marked AREA 0-3 <br /> as 0-2 was next discussed. This property is marked B-1 to B-4 <br /> on the map as 0-3. This property is presently zoned <br /> B-1 commercial and will be rezoned to B-4 commercial. <br /> The property is approximately 8 acres in size. The <br /> Fresh Water Biolo�ical institute uses 5 acres of <br /> the property and is a B-4 type use presently. The <br /> remaining 3 acres is vacant. Therefore, the <br /> reclassification of this property from a B-1 to a <br /> B-4 would result in the continuation of the use <br /> of this property as it is presently being used, i.e. <br /> office use. Again the traffic c�nsiderations are <br /> of paramount importance to the village in the <br /> � rezoning of this property.
