The owner or the builder died <br /> before the house was completed and the property was foreclosed. The mortgage <br /> company has completed the house and wants a certificate of occupancy. There is a <br /> wetland on the rear of the property. It was delineated but the buffer plan and <br /> easement/covenant was delayed until the house was finished. ` <br /> Attached is a copy of the building permit sunrey and an aerial photo. Please take a <br /> look at the property. It's obvious the buffer doesn't meet the requirement— it's mowed <br /> grass. To me this is a good location for buffer averaging — make the entire area below <br /> the wall buffer. <br />
