Mr. Child has <br /> informed me that Mr. Larson is aqreeable to that and has already posted <br /> that sign in his place of business . If it is the Council ' s desire to <br /> approve the license for Mr. l�arson, I would suqgest that we make that <br /> a part of the condition of approval that hc� kcep that si.gn up. Inspite <br /> of all of the emotionalism which this issue h<-as raised, and the tenure <br /> of the conversation that I have had with the pc�ople over the telephone, <br /> both in the office and those who call me at home , the staff still feels <br /> that after all is said and done , there is nc� lc�qal justifieation for the <br /> cancellation of his license. Granted, however, that from time to time <br /> the quality or standard of his work or the condi_tions in his kennels <br /> may slip, he does however, seem to maintain an overall standard that <br /> meets both health and safety requirements of the animals concerned. This <br /> is a tough one. <br /> 9 . Mr. Ray Johnson will be at the Council meeting to discuss with the <br /> Council the West Hennepin Human Services Planning Board. The City <br /> Council of Orono in 1973 signed a joint powers agreement with seven <br /> other municipalities to survey the health needs of the communities in <br /> western Hennepin County. The study group and governing board of this <br /> organization has been formed, they have started their work and are <br /> currently gathering the data in order to perscr_ibe what they feel are <br /> the present and future needs from the health point of view in this area . <br /> Ray Johnson,along with Pat Partridge ,was appointed by the Orono Council <br /> , to be our two community representatives in this organization. Ray would <br /> like to come before the Council for two pur.poses : l. to explain in more <br /> detail the purpose , intent and direction that the organization currently <br /> is taking; 2 . to address the issue of what might be the final outcome <br /> of their study. A question here that the Council may have to address <br /> itself to is that, if the final study shows a need for a local health <br /> facility of some type which would require some local funds to support, <br /> would the Council of Orono be willing to make a financial commitment to it? <br /> This is an issue which I would suggest that the Council cover with Mr. <br /> Johnson in some detail because future financial commitments is something <br /> we have to take a very close hard look at. We should also discuss with <br /> Mr. Johnson whether or not they visualize local government as being a <br /> referral agency ►Ur people who have a health or medical need. I think <br /> that this will be an interesting report that Mr. Johnson will give and <br /> perhaps we should discuss this some in our 6 : 30 P.M, meeting. <br /> 10. You have in your packet the letter of resi.gnation of our golf course <br /> superintendent, Mr. Dave Streater. We have already advertised the position <br /> in the newspaper and have begun to receive inquiries of interested <br /> individuals. The golf course may be opening by mid-April and we are <br /> moving as fast as possible to fill this position. I am requesting that <br /> the City Council consider some organizational operation aspects of the <br /> golf course and provide me with some guidance as to what your desire is . <br /> Specifically, it seems to me we have several different ways to organize <br /> the golf course. l. hiring the golf course superintendent to run and <br /> � care for the physical golf course itself only; 2 , hiring the golf course <br /> superintendent to not only handle the physical golf course but to manage <br /> and run the golf clubhouse as well. 3 . not to hire a golf course <br />
