' <br />' I.28 SUBSTANTIAL COMPLETION <br /> 1 The Work(or a specified part thereo fl has progressed to the point where, in the opinion of Engineer <br /> as evidenced by his certificate of Substantial Completion, it is sufficiently complete, in accordance <br /> with the Contract Documents, so that the Work (or specified part) can be utilized for the purposes <br />' for which it was intended; or if there be no such certificate issued, when final payment is due in <br /> accordance with Paragraph 9.10 and 9.11. The terms "substantially complete" and "substantially <br />' completed" as applied to any Work refer to Substantial Completion thereof. <br /> 1.29 StJIaETY <br />' A Surety is the person or other entity executing the Contractor's Bid, Performance and Payment <br /> Bonds. <br /> I1.30 WRITTEN NOTICE <br />' Written Notice shall be deemed to have been served if delivered in person or sent by registered or <br /> certified mail to the individual or other entity or to the last known business address of such <br /> individual or entity.
