The City Council has considered this application including <br /> the findings and recommendations of the Planning Commission, <br /> reports by City staff, comments by the owner and other interested <br /> persons, and the effect of the proposed variance on the health , <br /> safety and welfare of the community. � <br /> 5. The City Council finds that the conditions existing on this <br /> property are peculiar to it and do not apply generally to other <br /> property in this zoning district: that granting the va�iance � <br /> would not adversely effect traffic conditions, light, air nor � <br /> pose a fire hazard or other danger to neighboring property; would <br /> . not merely serve as a convenience to the owner , but� is necessary to <br /> alleviate a demonstrable hardship ordifficulty; isnecessary to � <br /> preserve a substantial prope�rty right of the owner ; and would be <br /> in keeping with the spirit and intent of the Zoning Code and <br /> Comprehensive Plan of the City. <br /> CONCLQSIONS, ORDER AND CONDITIONS <br /> Based upon the above findings, the Orono City Council hereby grants <br /> variances to Zoning Ordinance Sections 34. 201 , 34. 202 and 34. 552 to � <br /> permit new construction on the property that may be placed 50 feet from <br /> the lakeshore instead of the required 75 feet, �6 feet from the Hennepin <br /> � County road right of way instead of the required 30 feet and to permit a <br /> 4:7$ or 585 square feet of hardcover over the existing 730 square feet <br /> where none is allowed , subject to the following conditions: <br />
