The Property is located in the LR — 1 C zoning district, which requires a <br /> minimum lot area of 0.5 acre and a minimum lot width of 100 feet. The <br /> Applicants' Property is 23,127 s.f. or 0.53 acres. <br /> 3. The Planning Commission reviewed this application at a public hearing <br /> held on August 18, 2008 and recommended approval of hardcover <br /> variances based on the following findings: <br /> a. The Property is 0.53 acres in size when 0.5 acres is required. <br /> b. The Property has a lot width of 100 feet where 100 feet is required. <br /> c. The Applicants' proposed home meets the 30' height limitation. <br /> d. Ivy Place is very narrow and does not allow for any additional parking. <br /> e. A 250'-500' zone does not exist on the property which would <br /> normally allow for a detached garage and less driveway hardcover <br /> within the 75'-250' zone. <br /> f. The footprint size proposed is not out of character with the <br /> neighborhood, and does not exceed the structural coverage limit for <br /> the property. <br /> g. The Applicants have proposed to utilize a water filtration and <br /> percolation area and a French ditch to manage the excess storm water <br /> resulting from the additional 768 s.f. of hardcover on the site. <br /> 4. The City Council has considered this application including the findings <br /> and recommendation of the Planning Commission, reports by City staff, <br /> comments by the Applicants and the public, and the effect of the proposed <br /> variance on the health, safety and welfare of the community_ <br /> 5. The City Council finds that the conditions existing on this Property are <br /> peculiar to it and do not apply generally to other Property in this zoning <br /> district; that granting the variances would not adversely affect traffic <br /> conditions, light, air nor pose a fire hazard or other danger to neighboring <br /> property; would not merely serve as a convenience to the Applicants, but <br /> is necessary to alleviate a demonstrable hardship or difficulty; is necessary <br /> Page 2 of 5 <br />
