Sullivan Property Modified Level 1 Wetland Delineation Report and No-Loss Application <br /> 2. OVERVIEW <br /> The 2.5-acre Sullivan Property was inspected on September 16, 2016 and January 9, 2017 for the <br /> presence and extent of wetland. The property is located in the NE '/ of the NE '/ of the SE '/ of <br /> Section 3, Township 117 North, Range 23 West, City of Orono, Hennepin County, Minnesota. <br /> The site address is 440 Brown Road South, Orono, MN (Figure 1). The property corresponds to <br /> � Hennepin County PID 03-117-23-42-0012. <br /> The site includes mature woodland, a home, driveway, lawn, and an excavated pond. The <br /> excavated pond straddles the eastern property boundary (Figure 2). Most of the Sullivan <br /> Property drains toward the pond (Figure 3). The pond/wetland boundary roughly corresponds to <br /> the 970 contour and most of the home is located above the 980 contour. The pond has no natural <br /> or created outlet. The site falls within the Minnehaha Creek Watershed District (MCWD). <br /> Surrounding land use includes a mix of woodland, wetland, lawn, and rural residential homes. <br /> One wetland was delineated on the site. <br /> Appendix A of this report includes a Joint Application Form for Activities Affecting Water <br /> Resources in Minnesota, which is submitted in request for. (1) a wetland boundary and type <br /> determination under the Minnesota Wetland Conservation Act (WCA), and (2) delineation <br /> concurrence and an Approved Jurisdictional Determination (AJD) under Section 404 of the <br /> Federal Clean Water Act. <br /> 3. METHODS <br /> 3.1 Wetland Delineation <br /> Kjolhaug Environmental (KES) confirmed with MCWD staff on January 5, 2017 that a Level 1 <br /> Wetland Delineation would be acceptable for this project. The Level 1 routine method was <br /> modified to include a field review for site inspection and building setback measurement. <br /> Wetlands were identified using a hybrid Routine Determination method as discussed below. <br /> Routine Determination methods are described in the Corps of Engineers Wetlands Delineation <br /> Manual (Waterways Experiment Station, ]987) and the Regional Suppleinent to the Corps of <br /> En�iileers Wetland Delineation Manual: Midwest Region (Version 2.0) as required under <br /> Section 404 of the Clean Water Act and the Minnesota Wetland Conservation Act. <br /> This Wetland Delineation was completed to allow setback measurement for a home remodeling <br /> project. Whereas Routine Level 1 delineations do not require site inspections, Routine Leve12 <br /> delineations include field data collection and markin�of wetland boundaries. This delineation <br /> involved a hybrid of the two methods. The wetland edge was reviewed in the field on September <br /> 16, 2016 and the setback was measured in the field on January 9, 2017. Approximate wetland <br /> boundaries were mapped on aerial photography. <br /> The Level 1 method and a site inspection was deemed an appropriate method for this project <br /> because the location of most of the wetland boundary was not critical and because the wetland <br /> 2 <br />
