Hollander Residence <br />, Orono,MN <br /> addition, the porch foundation was observed to be an unreinforced slab on �rade, <br /> exhibiting large cracks and movements due to frost heave. These movements are <br /> excessive and do not provide an adequate foundation for habitable space. The condition <br /> of the porch framin� and foundation are considered to be unsafe. <br /> 6.0 CONCLUSIONS AND RECONm1ENDATIONS <br /> As mentioned, the general condition of the building is poor, and the condition of several <br /> particular structural components is poor enou�h to be considered hazardous and too unsafe for <br /> the building to be occupied. It is possible, however, that these conditions can be repaired, <br /> replaced, or removed altogether in order to abate this condition. There apparently is no legal <br /> financial limit (e.g. 50% of property value) restricting the amount that can be spent mitigatin� <br /> the noted hazardous conditions. <br /> If it is the owner's desire to re-occupy or sell the buildin�, a demolition and rehabilitation plan <br /> must be prepared and signed by a structural engineer that addresses the hazardous conditions <br /> identified above. The engineer must also be retained throughout the demolition and <br /> rehabilitation to observe and approve the work done, and to observe the condition of the many <br /> structural components that are currently hidden and cannot yet be evaluated. <br /> 7.0 DISCLAIMERS AND QUALIFICATIONS <br /> The opinions stated in this report are based on limited visual observations only.
