LICENSES & PERMITS, Continued) <br /> <br />Rahn stated as it relates to issuing a permit administratively, there should have been an e-mail sent out <br />to the council asking for their input prior to the issuance of the permits. <br /> <br />Bremer noted that would still not allow for public input. <br /> <br />Rahn stated he would have opposed issuing a permit to a builder who has not complied with the City’s <br />direction and requests. <br /> <br />Bremer noted there are certain sections of the City that the council members are more familiar with and <br />could provide helpful input on but that there should be an established procedure that is strictly followed <br />for this type of situation. <br /> <br />Rahn stated he would have suggested that the neighbors be provided notice of it. <br /> <br />Bremer noted there was a house on Frederick that missed a week of the Parade because they did not <br />obtain their permit in time. <br /> <br />Murphy asked whether staff did anything illegal by issuing the permit. <br /> <br />Mattick stated the City’s procedure was not followed and was not exactly what the ordinance <br />contemplated. Mattick stated Gaffron succinctly explained the situation and that it was weighed by <br />Staff prior to issuing the permit. <br /> <br />Murphy noted this was not solely an arbitrary decision by Ron Olson. Murphy noted the City Mayor <br />had recommended previously that the Council consider passing a resolution that says if any one is going <br />to have an event that requires extra city services, that person be charged extra money for the permit. <br />Murphy suggested the City Council consider passing that type of resolution and also provide notice to <br />the Builders Association that says if the Parade of Homes is to be done in Orono, they have to meet <br />certain requirements or a disclaimer would be issued by the City. <br /> <br />Rahn commented in his experience the builders are aware of the requirements. <br /> <br />McMillan stated the City could request that the Builders Association notify the City of any homes that <br />will be in the Parade of Homes prior to their advertising material being distributed. McMillan suggested <br />also obtaining telephone numbers for the various contractors that can be called in the event there are <br />problems with the Parade of Homes. McMillan commented she understands why Staff went ahead and <br />issued the permits but that the residents were unable to comment on the permit application. McMillan <br />recommended the planning department look at the situation and come up with some suggested <br />guidelines that could be implemented and incorporated into the planning application process. <br /> <br />White suggested also asking other communities for input on how they handle the situation. <br /> <br />Murphy reiterated that in his view the City should be in contact with the Builders Association. <br /> <br />Deanne Altenhofen, 1342 Rest Point Road, stated they are not against the Parade of Homes but that <br />there is a significant number of cars that enter the neighborhood viewing the homes and that there needs <br />to be a definite process that should be followed.
