MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, March 10, 2008 <br />7:00 o’clock p.m. <br />__________________________________________________________________________________ <br />(10. #08-3347 BRENT TEELE AND AMY SULLIVAN-TEELE, 577 PARK LANE, Continued) <br /> <br />Staff recommends approval of the variances per the resolution attached to the staff memo dated March <br />5, 2008. <br /> <br />Murphy raised a concern with the lighting proposed and questioned what the applicant’s intent is with <br />the lighting. Murphy suggested the City consider limiting the amperage in situations like this in the <br />future. <br /> <br />Teele stated their intent is to just light the pathway and not the entire area. Currently their lighting <br />system has a timer on it and it would be their intent to have the lights shut off at midnight. <br /> <br />Murphy asked whether the applicant has a particular fixture in mind. <br /> <br />Teele indicated they have not picked out a specific fixture but that they are looking at a bronze fixture. <br /> <br />White concurred that landscape lighting within the City has become a concern and that the City should <br />develop some specific guidelines that the residents can follow. <br /> <br />Rahn asked if the crushed rock would be considered hardcover. <br /> <br />Curtis stated the crushed rock would not be considered hardcover if it is part of a pathway and unlined <br />but that it is included in this calculation. <br /> <br />Rahn suggested the applicant consider installing permeable pavers rather than the crushed rock, noting <br />that crushed rock tends to get washed away and would require more upkeep. <br /> <br />Curtis noted the pervious pavers do require periodic cleaning. <br /> <br />Teele asked if there would be any issue if they went ahead with the pavers. <br /> <br />White indicated it would not be an issue as long as the pavers are pervious. <br /> <br />Rahn suggested the applicant submit information on the type of pavers they select to Staff for their <br />review and approval. <br /> <br />Kellogg suggested the applicant discuss the pervious pavers with his landscape architect, and that it is <br />his understanding a pervious paver is the same as an impervious paver except for a gap that is left <br />between the pavers. Kellogg noted the pervious pavers require a deeper undercut and expressed a <br />concern that some erosion could occur if pavers are utilized. <br /> <br />Bremer moved, Rahn seconded, to adopt RESOLUTION NO. 5737, a Resolution Granting <br />Variances to Municipal Zoning Code Section 78-282 and 78-1288, and a Conditional Use Permit <br />Per Municipal Zoning Code Section 78-282, 78-1286, and 78-1250, Subdivision 1, for the <br />property located at 577 Park Road, with the understanding that if pervious pavers are utilized, <br />information on the pavers be submitted to Staff for their review and approval.
