KOCH, 3251 CASCO CIRCLE, Continued) <br /> <br />Curtis displayed the 2006 survey on the overhead. <br /> <br />Rahn stated the driveway depicted on the survey looks like the driveway that is now being proposed. <br />Rahn stated he is still curious to know where the additional hardcover came from. <br /> <br />Curtis indicated Staff has not done an analysis to determine where the increased hardcover exists. <br /> <br />Koch stated they were looking at keeping the deck but extending it out. Koch stated they wanted to make <br />sure the patio was located behind the fence, which blocks it largely from view from the adjoining <br />neighbor. There is also a row of trees that would help block the patio. <br /> <br />Koch noted the driveway is failing and needs to be replaced, but that he would rather have the patio <br />approved and then work on making the driveway smaller than what has been proposed. Koch indicated <br />they would like to enjoy the lake with a patio. <br /> <br />Bremer indicated she would be amenable to the stair system since they appear to be reasonable. <br /> <br />Koch commented the existing stair system is unsafe. <br /> <br />Bremer stated the configuration of the driveway is a personal choice on the part of the applicant and that <br />she also is having a difficult time determining where the extra hardcover came from. <br /> <br />Curtis noted they currently are over by 87 square feet and they are requesting an additional 724 square <br />feet. <br /> <br />McMillan asked how many retaining walls have been added since the house has been constructed. <br /> <br />Curtis indicated she does not have those figures. The total retaining wall footage that currently exists <br />with the 75-250 foot zone is 122 square feet. <br /> <br />McMillan commented that oftentimes these retaining walls are a necessity and that in her view it is <br />somewhat of a penalty to be including retaining walls in the hardcover numbers when they are required <br />due to the topography. McMillan noted the City does have a hardcover task force that is reviewing the <br />City's policies and ordinances regarding hardcover but that at the present time they are required to look at <br />the application under the current regulations. <br /> <br />Koch indicated he has a civil and environmental engineering background and that the retaining walls are <br />designed to retain the water and prevent runoff into the lake. The retaining walls act as retention ponds. <br /> <br />Curtis stated another discrepancy in the surveys is the 2006 survey reflects 11,219 square feet in the 75- <br />250 foot zone and the current survey depicts 10,510 square feet in that zone.
