ORONO ORCHARD ROAD AGREEMENT WITH MCES, Continued) <br /> <br />Kellogg noted he has allotted some time to hold a couple of neighborhood meetings but that more could <br />be added. Kellogg noted that the Orono Orchard Road project is going to be more complicated than a <br />standard road project since the process has to be coordinated with the Metropolitan Council and they have <br />their own review process. <br /> <br />Rahn asked if they typically see the same contractor bidding on both projects. <br /> <br />Kellogg indicated it depends on the size of the project and the size of the contractor. <br /> <br />Printup asked if the Metropolitan Council is on board with the Orono Orchard project. <br /> <br />Kellogg stated they are. <br /> <br />McMillan asked if there is any reason why the Council should not sign the agreement tonight. <br /> <br />Kellogg noted the agreement does contain some out clauses for the City and that he would recommend <br />getting it signed tonight since it would be a good indicator to the Metropolitan Council that the City is <br />interested in moving forward. <br /> <br />Mattick recommended the Council approve the agreement on the Orono Orchard project tonight. Mattick <br />noted the agreement was sent to the Metropolitan Council a couple of months ago and that he would like <br />to keep the forward momentum going on the project. <br /> <br />Kellogg noted the agreement does not assume there will be a trail or land acquisition necessary for a trail. <br /> <br />Mattick noted it also does not assume any assessments. <br /> <br />Rahn moved, Printup seconded, to approve the Construction Cooperative Agreement and <br />Attachment No. 2, and authorize the preparation of a feasibility report for the Orono Orchard <br />Road/MCES Utility and Street Reconstruction Project. VOTE: Ayes 4, Nays 0. <br /> <br />Rahn moved, Printup seconded, to direct the City Engineer prepare cost estimates for Old Crystal <br />Bay Road for like, kind and size replacement, taking into consideration the minimum standards <br />that are required for a mill and overlay versus a reconstruct project. <br /> <br />Rahn asked if the Old Crystal Bay Road project would also deal with the I&I issue. <br /> <br />Kellogg indicated it would not be included since it would be a separate project. The direction at the last <br />Council meeting was that those plans would be brought back before the Council in November with the <br />possibility that they will go out for bids in January. <br /> <br />Rahn stated getting the costs for an overlay and a reconstruct would be a good starting point. <br /> <br />McMillan noted the bid for Highway 112 on the sewer repair was approximately $250,000. <br /> <br />Kellogg concurred that it is an expensive fix. <br />Item #03 - CC Agenda - 09/12/2011 <br />Approval of Council Minutes 08/22/2011 <br />[Page 8 of 14]
