Rahn noted the applicant is also over in the 0-75 foot zone as well as the 250-500 foot <br />zone. <br /> <br />Sharratt noted there is some overlap. <br /> <br />Rahn stated a lot of the rain gardens are typically eastward of the residence. <br /> <br />McMillan stated in addition to the runoff, the hardcover also relates to the massing. <br /> <br />Rahn concurred there is an aesthetics issue as well. <br /> <br />McMillan stated the City Council could vote on this application or table it if they would like to look at <br />making some revisions. <br /> <br />Rahn stated they could move it forward with the condition that X amount of hardcover be removed. <br /> <br />Bremer commented that they are really speaking about three different turnarounds and that typically there <br />is only one turnaround. <br /> <br />Sharratt stated the one by the detached garage is an apron and not a turnaround. <br /> <br />Bremer stated it could also be used as a turnaround, especially if they are speaking of long-term storage <br />for classic cars. <br /> <br />Whipple stated the issue is that they would have to calculate how they can get to the 30 percent. <br /> <br />Sharratt asked if the City Council is requesting that the hardcover be reduced to 30 percent. <br /> <br />Rahn stated in his view that variance should be eliminated, which would make the hardcover no greater <br />than 30 percent. <br /> <br />Franchot asked if the Council could approve the proposed resolution without the variance. <br /> <br />Sharratt indicated he does not see that it would cause any harm. <br /> <br />Franchot stated that would require the applicant to stay under 30 percent however they choose to do it. <br /> <br />Curtis asked if the rain garden requirement would still be a part of the resolution. <br /> <br />Franchot stated in his view it was contingent on the hardcover so it would go away if the applicants <br />choose not to put one in. <br /> <br />Rahn stated in his view there should be a rain garden on site to mitigate the areas that are over in <br />hardcover and that no other changes should be made to the plan except in the one zone.
