LAKE MINNETONKA CONSERVATION DISTRICT (LMCD) 2014 BUDGET, Continued) <br /> <br />Nybeck stated opinions vary on where the money should be spent. Minnehaha Watershed Creek District <br />at the present time is focusing more on AIS prevention. <br /> <br />McMillan stated she personally does not have much information about zebra mussels, and asked if there <br />is anything the residents should be aware of to help deal with that infestation. <br /> <br />Nybeck stated there are some best management practices that the DNR has adopted that could be <br />provided to the City. For the sites that have water depth issues, the LMCD did increase the depth <br />standard from four feet to five feet, with zebra mussels being one of the reasons for that change. <br /> <br />McMillan stated she would like to see the Save the Lake doing the boat safety training again. <br /> <br />Nybeck stated in addition to educating city officials, they are also targeting adults with the education. <br /> <br />McMillan stated she noticed the Minnehaha Creek Watershed District has found that for 9 out of the past <br />13 summers the creek water level has been low and that they are investigating why that has occurred with <br />the University of Minnesota. <br /> <br />Nybeck stated last week the water level on Lake Minnetonka was 928.81’ feet and the Board can declare <br />low water when the level drops down below 928.0’. <br /> <br />Loftus pointed out a three percent expenditure increase has a ripple effect on the various departments of <br />the City since Staff is expected to hold to a zero percent levy increase. Loftus encouraged Nybeck to <br />keep in mind the impact the increase would have on the various city departments. <br /> <br />Nybeck stated the expenditure increase was 1.3 percent and the 3 percent increase related to the levy. <br />Nybeck indicated the LMCD did lose some grant funds from the DNR which resulted in the increase. <br /> <br />The City Council took no formal action on this item. <br /> <br /> <br />CITY ADMINISTRATOR’S REPORT <br /> <br />Loftus reported that in spite of the additional snow this year, the City’s street budget is still in good shape <br />since they had a decent stockpile of salt and sand. <br /> <br />Loftus indicated the space needs study for the police department has commenced and interviews with <br />staff are being conducted. The City should have a report by July 15. <br /> <br />Loftus noted the City Council’s next meeting is scheduled for Tuesday due to the Memorial Day holiday. <br /> <br />*15. ACCEPT RESIGNATION OF OFFICER DAVID McNICHOLS <br /> <br />Anderson moved, Printup seconded, to accept the resignation of David McNichols effective May 13, <br />2013.
