The architect's addendum, Exhibit B, notes space has been utilized below and <br /> above the grade level garage as living space. A lower level patio lies under a portion of the <br /> main level greatroom, review Exhibit K. The roof deck eliminates need for additional decks and <br /> patio. <br /> The most unique solution to the excess hardcover is the proposal to install a drainfield <br /> to treat runoff collected from the flat roof. 7.3% of hardcover from the walk and drive would <br /> be treated by surrounding ground area. 25% of the runoff from the hardcover would be <br /> disbursed and absorbed in the drainfield. <br /> The applicant also notes if City would consider vacating 5' on either side of the 60' right- <br /> of-way of Forest Lake Landing that the area within the 75-250' zone would be increased by 740 <br /> s.f. also reducing intensity of hardcover excesses. <br /> The property has never been assessed for sewer. Review E�ibit L, the sewer is <br /> approximately 120' away from property boundary. It will be the applicant's responsibility to <br /> extend sewer to the property. Sewer connection charge will consist of the following charges: <br /> Plant charge $ 225.00 <br /> Unit fee for 1970 LS-lproject $ 4,111.00 <br /> Lift Station 10 by-pass charge $ 2,188.00 <br /> Front footage charge $25.30 per front foot $ 4,807.00 (190' x $25.30) <br /> Total fee $11,3 31.00 <br /> Service Availability Charge $750.00 <br /> ($800.00 as of 1/1/94) <br /> The fee schedule provides no direction for properties where the sewer line does not abut <br /> the boundaries of the property but where the owner must assume responsibility for extending the <br /> sewer. The question is whether it is fair to charge applicant the front footage charge at this <br /> time. Applicant may wish to appeal to the Council at the time of the Council's review to <br /> determine if the $4,807.00 fee could be removed from total sewer unit charge. <br /> Statement of Hardship <br /> Please review Exhibit B, applicant's addendum. Hardships are reviewed as follows: <br /> 1. Total lot area is 55,500 s.f. but only 13,700 s.f. lies within the 75-250' setback <br /> zone. <br /> 2. Unique topography. <br />
