MINUTES OF THE <br />ORONO CITY COUNCIL <br />Monday, June 23, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> Page 13 of 30 <br /> <br />(7. 13-3638 SOURCE LAND CAPITAL – 405 NORTH ARM DRIVE, LAKEVIEW PROPERTY, <br />APPROVE EAW FOR PUBLICATION AND PUBLIC COMMENT – RESOLUTION NO. 6417, <br />Continued) <br /> <br />Grittman noted Staff has reviewed the draft EAW primarily for content and completeness. The EAW <br />does not take the place of any required land use approvals and the applicants will still need to have their <br />plat reviewed and considered according to the normal process. In addition, the EAW does not imply any <br />specific land use approval even though it is based on a conceptual layout. The scope of study of the EAW <br />anticipates the greatest amount of potential impact. At the time the plat is reviewed, the applicable <br />requirement will be that the EAW has been written to anticipate all of the potential impacts from a <br />subdivision of that scope or smaller. <br /> <br />Grittman noted the City had approved an amendment to its Comprehensive Plan that was submitted to the <br />Metropolitan Council. Review by the Metropolitan Council was scheduled for May 19 but has been <br />postponed subject to the EAW process being completed. <br /> <br />Grittman stated the City Council should consider a motion adopting the proposed resolution authorizing <br />publication of the draft EAW for the Lakeview Residential Development according to applicable <br />Minnesota Rules and initiation of the formal comment period that results from publication. <br /> <br />Printup stated while Hennepin County is okay with the traffic issues, he would be interested in taking a <br />harder look at the road issues, such as turn lanes. <br /> <br />Grittman noted Hennepin County will be one of the agencies notified of the EAW. <br /> <br />Levang asked what agencies will be provided with the EAW in addition to Hennepin County. <br /> <br />Grittman stated there are a series of state agencies that are required to be notified but that he does not <br />have a complete list before him tonight. <br /> <br />Martini stated anyone who potentially has a permitting role in the development will be notified. <br /> <br />Grittman noted neighboring cities are not required to be notified. <br /> <br />McMillan stated she would welcome public comments regarding the completeness of the EAW for <br />publication. <br /> <br />Grittman noted the City is not endorsing the EAW document at this stage. <br /> <br />McMillan opened the public hearing at 8:39 p.m. <br /> <br />Brenda Johnson, 520 North Arm Drive, noted there is a section that asked about the cumulative impact <br />under Item No. 19.
