MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, May 19, 2014 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 29 of 31 <br /> <br />Planning Staff recommends approval of the conditional use permit as requested. The applicant will need <br />to comply with the recommendations of the City Engineer and the requirements of the MCWD. An <br />administrative zoning permit for land alteration will be required prior to commencement of grading work <br />following any approvals granted by the City Council. <br /> <br />Schoenzeit asked if there should be a bond for the road required given the amount of fill being brought in. <br /> <br />Curtis stated with any construction project, if there is damage to the public roadway, the City attempts to <br />hold the applicant and the builder responsible. Curtis asked whether this road is a 4-ton road. <br /> <br />Gaffron stated there are some sections that are not capable of 4-ton. <br /> <br />Curtis noted the City Engineer is recommending that the haul routes be inspected prior to and following <br />completion of the work, with the applicant being held responsible for any necessary repairs. <br /> <br />Thiesse stated he is assuming compliant trucks will be used. <br /> <br />Schwingler stated a street sweeper could also be utilized. <br /> <br />Schoenzeit stated he would like to make sure the road is fixed if any damage occurs. <br /> <br />Leskinen recommended the recommendations of Staff and the City Engineer be included in the motion. <br /> <br />Chair Leskinen opened the public hearing at 9:44 p.m. <br /> <br />There were no public comments regarding this application. <br /> <br />Chair Leskinen closed the public hearing at 9:44 p.m. <br /> <br />Lemke asked how the soil will be stabilized. <br /> <br />Gustafson stated it will be stabilized with immediate reseeding and the animals will not be allowed in that <br />area for a period of time. <br /> <br />Lemke moved, McGrann seconded, to recommend approval of Application 14-3669, Dale <br />Gustafson on behalf of Mark and Kristen Anderson, 3850 Watertown Road, granting of a <br />conditional use permit. VOTE: Ayes 7, Nays 0. <br /> <br />8. 14-360 DALE GUSTAFSON ON BEHALF OF BARBARA BURWELL, 1100 MILLSTON <br />ROAD, VARIANCE AND CONDITIONAL USE PERMIT, 9:45 P.M. – 9:48 P.M. <br /> <br />Dale Gustafson, Applicant, was present. <br /> <br />It was the consensus of the Planning Commission to forego Staff’s report. <br /> <br />Thiesse stated his only concern with the application is that the stabilization walls might be coming up at a <br />greater than a 2:1 ratio and might require engineering. <br /> <br />Item #01 - PC Agenda - 06/16/2014 <br />Aproval of Planning Commission Minutes 05/19/2014 <br />[Page 29 of 31]
