MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, July 21, 2014 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />Page 30 of 30  <br />  <br />Mack stated the residents on Baldur Park Road also submitted a petition to the City Council asking them <br />to consider reconstructing the roadway. <br /> <br />Schoenzeit stated he attended the July 14 meeting. There was a presentation on the large area of Baldur <br />Park Road was flooded and what portions of the road are below 932.5. In addition, Dennis Walsh spoke <br />about the police addition and the cost overruns as well as the lack of enforcement of City Codes. The <br />Orono Public Schools application was approved as well as the Northern Avenue application. A <br />discussion was held regarding the large number of trees that were being removed as part of that <br />development from what was originally proposed and as a result the City Council requested the applicant <br />submit a new landscaping plan. <br /> <br />Schoenzeit stated the vacation of the easement for Wolverton Place was approved, with a lengthy <br />discussion on the amount of fee reimbursement. The City Council also requested the encroachment <br />agreement for Joseph Church be more specific on the items encroaching on the fire lane. <br /> <br />Gaffron stated the Lakeview application will be before the City Council on June 28. Gaffron indicated <br />the revised sketch plan will likely show 2-acre lots, no public trail, and 47 units. <br /> <br />8. OTHER ISSUES FOR DISCUSSION <br /> <br />Mack noted last week he presented a webinar overview of all of the code changes in the Minnesota 2014 <br />legislative session that have anything to do with planning/zoning/annexation laws, etc. Mack stated there <br />is a case coming out of Bloomington that will be before the Minnesota Supreme Court dealing with <br />conditional use permits and the ability for a City to deny a conditional use permit.
