MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, July 21, 2014 <br />6:30 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />Page 29 of 30  <br />  <br />Landgraver stated the Planning Commission is also saying that the storage space cannot be in the front of <br />the building. <br /> <br />Leskinen noted the Planning Commission is not approving the conditional use permit at this time and that <br />they are only discussing the possibility of creating a zoning code amendment. <br /> <br />Curtis stated if the Planning Commission goes the route of a conditional use permit, there would need to <br />be a commercial site plan review with notice being given of a conditional use permit for a restaurant/salon <br />and a conditional use permit for the office/warehouse. <br /> <br />Leskinen stated that would be the time to get into the specifics of where the storage space would be <br />located and other specific conditions. <br /> <br />Johncox stated if the restaurant does not make a go of it, he would rent that space out as retail space. <br /> <br />Mack stated once some of the enhancements to the Navarre area are completed, the desirability and <br />walkability to this area will also become more attractive. <br /> <br />The Planning Commission took no formal action on this item. <br /> <br />PLANNING COMMISSION COMMENTS <br /> <br />7. REPORT FROM PLANNING COMMISSION REPRESENTATIVES ON CITY <br />COUNCIL MEETINGS HELD ON JUNE 23, 2014, AND JULY 14, 2014 <br /> <br />McGrann stated he attended the June 23 City Council where a discussion was had on Big Island and the <br />13 watercraft that capsized due to the unexpected storm. In addition, there was a presentation by <br />Mediacom on their proposed build-out and a lengthy discussion regarding the Your Boat Club <br />application. McGrann indicated the City Council was not interested in exploring a B-2 subdivision and <br />felt that the properties should either be residential or commercial. McGrann stated in order to change the <br />code, it would require a 4 to 1 vote, and it became apparent that the City Council would not be voting in <br />favor of that. <br /> <br />Gaffron stated one of the questions that came out of the discussion was whether the southerly property <br />should be zoned residential and the other residential parcel zoned commercial. Gaffron stated since that <br />meeting, the applicants have made an application to the LMCD for relocating the docks and reorienting <br />them to meet the LMCD standards without encroaching on the property to the south or north. Gaffron <br />stated they are proposing to make the docks smaller for possibly jet skis. The applicant was also advised <br />by Staff and the City Council that the appropriate way to move forward would be with a Comprehensive <br />Plan Amendment and that he should withdraw his application for rezoning. Gaffron indicated there are a <br />number of issues that still need to be addressed and that he has a meeting scheduled with the applicant on <br />Thursday. <br /> <br />McGrann stated there was also a fair amount of discussion regarding safety of the pedestrians in the area. <br />The City Council also approved some amount of money to help the residents on Baldur Park Road in <br />dealing with the flooding. <br /> <br />Item #01 - PC Agenda - 08/18/2014 <br />Approval of Planning Commission Minutes <br />[Page 29 of 30]
