� <br /> SW8�DT Fee Review <br /> December 1, 2014 <br /> Page 2 <br /> THE FOLLOW/NG IS SUPPLEMENTARY INFORMATION TO MAY 2014 WORK SESSION MEMO <br /> Data Review - SW&DT Fees Collected Since Inception <br /> Attachment 2 is a table presenting an updated history of the SW&DT fees collected for <br /> new single-family residential developments since the ordinance was implemented in <br /> 2002. Fees collected to date total just over $850,000 from 28 individual subdivisions. <br /> An analysis of the fees, which by ordinance are based on total acreage of a <br /> development site (including wetlands), can be summarized as follows: <br /> 1. In all but 3 of the 28 subdivisions, the fee was calculated based on the total <br /> property in the subdivision, including the existing home when one existed. In finro <br /> of the three anomalies, only the one newly-created vacant lot was charged the <br /> fee on the basis that the remaining further-subdividable acreage with the existing <br /> house would create no additional stormwater impacts unless/until further <br /> subdivided. The third anomaly was a lot line rearrangement that made an <br /> existing lot buildable, so only the newly-buildable lot was charged the SW&DT <br /> fee. <br /> 2. The vast majority of fees have come from developments in the 2-acre zoning <br /> districts. The per-acre trunk fee for the 2-acre zone has risen from $2700 in <br /> 2002 to $3840 in 2014, an increase of just over 3% per year over 12 years. <br /> The average fee "per lot" collected from 69 lots created via subdivision in the 2- <br /> acre zones since 2002 is $9,833 per lot, with a range from $5,400 to $12,800 per <br /> lot. This wide range is a function of the increasing per-acre fee over time, and the <br /> size of the individual lots beinq created. <br /> Larger lots pay for more acreage (but not for more than 4.0 acres per lot in the 2- <br /> acre zone). This is, of course, counter-intuitive to the concept that bigger lots <br /> have less stormwater impacts; the justification basis is that larger lots have <br /> greater volumes of runoff under certain conditions such as frozen or already <br /> saturated ground, and require lengthier stormwater conveyance systems to serve <br /> them (another example of the higher cost of low density). <br /> 3. Relatively few properties have developed in the 1-acre and 5-acre zones since <br /> 2002. Average per-lot SW&DT fee charged in the only 1-acre subdivision was <br /> $12,225 per lot; each lot was nearly 2-1/2 acres. In the 5-acre zone, only two <br /> subdivisions occurred; one created two lots of 7 acres each, with a resulting per- <br /> lot fee of$14,980; the other created two lots of 5 acres each, and took advantage <br /> of a 50% credit allowed for placing acreage in conservation easements, resulting <br /> in a per-lot fee of only $6,717. <br /> 4. Since 2002 there have been 5 subdivisions (4 complete, 1 pending) subject to <br /> the 1/2-acre zone SW&DT fee, creating a total of 29 single-family lots. The <br /> average per-lot fee resulting from this higher density development is $3,825 per <br /> lot, with the average lot size of 0.75 acre. <br />
