� �. 6 • � ' <br /> civil emerqency plans , as the Director deems necessary to <br /> provide for the efficient performance of local emerqency ser- <br /> vice functions within the City and , in addition, shall conduct <br /> such functions outside the City as may be required pursuant to <br /> the provisions of the Minnesota Civil Defense Act of 1951, as <br /> amended, or Chapters 90 throuqh 93 hereof. <br /> SUBD. $ �ner enc Services Committee. There shall be an <br /> Emergency Services Committee to a vise t e Director. Members of <br /> the Committee shall be the heads of the City departments or their <br /> designated representatives , and representatives of other groups <br /> concerned with emergency services . The Mayor Bhall be chairman, <br /> and the •Director shall be secretary of the Committee. Each mem- <br /> ber shall serve without compensation nnd shall hold office at <br /> the pleasur� of the Ma.yor. <br /> SUBD. 5: Emer enc Services Account. There shall be an . <br /> account in �,he genera fund known as the Emergency Services <br /> Account. AX1 eXpenditures dealing with emergency services shall <br /> be charged to this account, and any receipts for emergency ser- <br /> vices from gifts , levies or transfers from other accounts shall <br /> be credited to it. ' • <br /> SUBD. 6 Coo eration With Others. Every officer and agency <br /> ' of the City sha 1 cooperate wit e eral and state authorities and <br /> • with authorized agencies engaged in emergency services and emer- <br /> � gency measures to the fullest possible extent consistent with the <br /> performance of their other duties . All City regulations pertain- <br /> ing to emergency services shall be subject to applicable and con- <br /> trolling provisions of federal and state laws or regulations , and <br /> ` shall be suspended so far as there is any conflict. . <br /> ' SUBD. '� Non-liabilitv of City. Ail activities relating to <br /> emergency services are dec�ared to be governmental functions . The <br /> � city and (except for willful misconduct) its officers , agents or <br /> employees , when engaged in emergency services a'ctivities shall not <br /> be liable for damage to person or property. The provisions of <br /> this section shall not affect the right of any person to zeceive <br /> benefits under the workmen 's compensation law, or under any <br /> � pension law, nor the right of any such person to receive any <br /> � benefits or compensation under any act of Congress. <br /> SUBD. 8 Agency Not to P�rticipate in Certain Activities . <br /> The E7nergency Services Agency shall not participate in any form <br /> of political activity, nor shall it be employed directly or in- <br /> directly for political purposes , nor shall it be employed in a <br /> legitimate labor dispute. , <br /> SUBD. 9 Penalt . Any pereon who violates any provision <br /> of Chapters 90 t roug 93 hereof or of any regulation adopted" <br /> .hereunder relating to acts , omissions or conduct other than <br /> � officinl acts of City officers or employees is guilty of a mis- <br /> - demeanor. <br /> - � : <br /> - 2 - <br />
