<br /> <br /> <br /> <br />Park Operations <br /> <br />The intent is to operate the Off Leash Park in the same manner as all other Orono City Parks, <br />Beaches and Nature Area with the following additions: <br /> <br />1. Permit. Use of the off leash park will require an annual permit which will be available for a <br />reasonable fee. <br />a. The fee will be set by the City Council annually as part of the Fee Schedule process. <br />b. Permits will be issued by the administrative staff at Orono City Hall during normal <br />business hours. <br />c. Applicants must provide proof of vaccination for each dog. <br />d. Permits will be in the form of a rearview mirror hanger and an accompanying business <br />size card pass. The hanger must be on display and the card pass in the handler’s possession when <br />using the off-leash area. <br />e. Permit enforcement will be conducted by random patrols of the Orono Police Department <br />(OPD). Orono Park Maintenance personnel will also report any violations to the OPD for action. <br /> <br />2. Maintenance. <br />a. The intent is to continue the current maintenance practice of the park. <br />(1) The Prairie will continue to be maintained by contractors and funded from the Lurton <br />Park Fund. <br />(2) Designated areas will be mowed by Orono’s lawn mowing contractor and funded <br />from the Parks general fund. <br />(3) Trails will be maintained through a combination of volunteers, contractors and the <br />Public Works Department. <br />b. New facilities preventive maintenance. <br />(1) Fence. The fence and gates will be inspected annually. <br />(2) Well. The well will be inspected annually. <br />(3) Shade Structures. Shades sails will be removed and stored each winter. <br />c. Dog Waste. <br />(1) Park Rules will require handlers to remove and dispose of dog waste in a sanitary <br />manner. <br />(2) The City will provide “waste bags” and trash receptacles. In addition, the park will <br />be added to the City’s Park Trash collection contract. <br />(3) Park signage will encourage patrons to self-police and remove any waste found lying <br />on the ground. <br />(4) As a last resort, should large amounts of dog waste be found in the park, the park will <br />be closed until volunteer groups or city staff can remove the hazard. <br /> <br />3. Information. In addition to the normal park amenity descriptions provided on the City <br />website, the city will create and provide the following: <br />a. A handout/ brochure of Park rules, Dog Etiquette and other off leash park information. <br />Park Signage including a summary of rules and etiquette. <br />Exhibit F. <br />Draft Park <br />Operations
