MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, November 14, 2016 <br />7:00 o'clock p.m. <br />PUBLIC WORKS DHtECTOR/CITY ENGINEER REPORT, CONTINUED <br />Edwards reported on the following activities by the Public Works Department: <br />• Tree trimming and stump removal at Casco Point Road, Spring Hill Road, Old Long Lake Road <br />North Arm Drive <br />• Predevelopment street inspection on Heritage Lane <br />• Cleaned culvert on Tamarack <br />• Televised pipe for easement survey on Orono Orchard <br />• Winterized hydrants <br />• Well construction is currently underway <br />• Marked waterlincs for easement survey <br />• The .fence is now complete at Lurton Park <br />• Buckthorn removed at Crystal Bay Park <br />• Set up and tore down election equipment <br />*11. NORTH ARM TRAIL STUDY <br />Printup moved, Cornick seconded, to approve Bolton and Menk to conduct a feasibility study for a <br />trail along North Arm Drive for a fee not to exceed 53,000. VOTE: Ayes 4, Nays 0. <br />*12. SEWER TELEVISING <br />Printup moved, Cornick seconded, to accept the proposal from Visu-Sewer for sanitary sewer <br />televising for $38,500. VOTE: Ayes 4, Nays 0. <br />PLANNING DEPARTMENT REPORT — KEVIN LANDGRAVER, REPRESENTATIVE <br />13. #16-3862 ROBERT LUND, 2732 CAROLINE AVENUE, VARIANCE AND <br />CONDITIONAL USE PERMIT <br />City Planner Melanie Curtis stated the property owner originally proposed to construct a second story <br />addition over their existing detached garage to use as a guest house. After receiving bids for the <br />construction, the applicants have decided to scale back the project and remodel the interior of the existing <br />detached garage to function as a guest house. <br />The Planning Commission held a public hearing and recommended approval of the original plan. They <br />have not reviewed the revised plan. The City Council should review the plan and make a decision. <br />Planning Staff recommends approval of the revised project. A conditional use permit is required as well <br />as a variance because the existing footprint is larger than 1,000 square feet. A draft approval resolution <br />has been provided for Council's consideration which will need to be amended and adopted at the next <br />City Council meeting. <br />McMillan noted there does not appear to be very many changes with the revised plan. McMillan asked if <br />there are any factors the City Council should consider with the new proposal. <br />Page 13 of 28 <br />
