Mack stated as it relates to Chevy Chase Drive, <br />Staff has been working with the property owners to address the drainage issues that were associated with <br />previously approved site work. Mack indicated there has been cooperation among the landowners, which <br />has been a key in addressing some of the concerns and that he is hopeful a solution can be arrived at in the <br />near future. <br /> <br />Mack stated on the Kelly Avenue project that was tabled at the Planning Commission, he has been in <br />contact and discussions with the applicant and his site planner. The applicant will be scheduling a <br />meeting in the near future with Staff to discuss the potential of holding a neighborhood meeting in the <br />Navarre area. Mack indicated the Public Works Department has had some good success with some <br />repairs to crushed culverts and that they have also cleaned out some culverts that had some blockages. <br />Mack stated those repairs and improvements should help the drainage in the area next spring. Further <br />study of the area is also being done by the City’s consulting engineer on that and that he hopes to have <br />those results in the near future. <br /> <br /> <br />PUBLIC WORKS DIRECTOR/CITY ENGINEER’S REPORT <br /> <br />11. PAVEMENT MANAGEMENT PLAN <br /> <br />Edwards stated back in April of 2014, the City Council approved Bolton & Menk to update the City’s <br />Pavement Management Plan. on September 8, Bolton & Menk presented some updates to the plan and <br />received Council direction regarding changes. Bolton & Menk has completed those changes and are here <br />tonight to present those changes to the Council. <br /> <br />David Martini, Bolton & Menk, stated this is a continuation of the discussion held back in September and <br />that the changes requested by the City Council have been made. Martini indicated the purpose for the <br />review of the Pavement Management Plan was to determine the current condition of the roads maintained <br />by the City, to determine the overall rehabilitation needs of the system, cost estimates, and funding <br />options. <br /> <br />Martini noted at the meeting in September, he was directed to make a few adjustments to the plan that <br />was previously presented. Those changes include the addition of a section that addresses trails with some <br />cost estimates and recommendations; the addition of information regarding the City’s municipal state aid <br />system; and removal of some capital improvement information in the appendix of the report, which will <br />stay separate and be included in the Capital Improvement Plan. <br /> <br />Martini indicated the City owns and maintains approximately 50 miles of roads that are in various <br />conditions. From a methodology standpoint, the plan looks to work within the existing footprint of the <br />road as it exists today. Martini indicated this plan approached the roads differently in the sense that the <br />roads were divided between low volume roads, collector roads and the municipal state aid system. <br />Martini stated as the traffic increases on the road, the amount of proposed work increases slightly, but it <br />all ties back into working within the existing footprint of the roadway. <br /> <br /> <br />
