Staff has identified some areas that need some additional work and will be <br />working with the developer to address those. McMillan stated she would rather have Prairie Restorations <br />come up with a tree plan and that she would like to have the trees planted in a natural way. McMillan <br />indicated she is not so much concerned about the quantity of trees to be planted given the expense being <br />incurred by the developer to create the prairies and that it is likely additional trees will likely be planted <br />by the individual property owners. <br /> <br />Printup asked if the MN Department of Health has a lot to say on the septic systems. <br /> <br />Olson stated the septic regulations would be through the Pollution Control Agency and that the well <br />regulations would be through the Department of Health. <br /> <br />Printup stated he is comfortable with that and that concerns about the southern portion have been heard <br />loud and clear over the past couple of weeks. Printup stated in his view all of the issues are being looked <br />at but that extra attention should be given to the drainage on the southern edge. <br /> <br />McMillan stated in fairness to the applicant, she would like to keep the application moving along. <br />McMillan asked what the next step in the process would be. <br /> <br />Grittman stated the preliminary plat would need to be approved by a resolution and that the City Council <br />could direct Staff to draft a resolution. Staff will attempt to incorporate all the details that have been <br />identified. <br /> <br />Levang stated she is okay with the flexibility on the seven lots, the cul-de-sac length, and the trees. <br /> <br />Grittman stated the other issue was the street design, which the City Engineer is currently looking at. <br /> <br />Levang moved, Printup seconded, to direct Staff to draft an approval resolution for Application No. <br />13-3691, Source Lance Capital, 405 North Arm Drive, granting of preliminary plat approval. <br />VOTE: Ayes 3, Nays 0. <br /> <br /> <br />PLANNING DEPARTMENT REPORT, CONTINUED <br /> <br />Mack stated as it relates to 3850 Watertown Road, Staff has been working with the property owner as <br />well as the Minnehaha Creek Watershed District over the excess fill that was brought on to the site. Staff <br />has received confirmation from the Watershed District that fill was placed in the wetland and, as a result, <br />work was immediately stopped. Mack stated Staff will continue meeting with the property owner to <br />correct the situation. <br /> <br />Curtis noted the meeting occurred today. <br /> <br /> <br />
