MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 22, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br /> Page 11 of 18 <br />(7. #14-3682 JAMES AND MARGARET KELLY, 1855 CONCORDIA STREET – AFTER-THE- <br />FACT CONDITIONAL USE PERMIT – RESOLUTION NO. 6449, Continued) <br /> <br />Levang asked if it is reasonable to add the extra escrow. <br /> <br />Bremer stated that will be the next phase as part of the administrative permit. <br /> <br />Curtis stated typically the City would hold the escrow through the duration of the project until <br />establishment of the vegetation. Curtis asked whether the escrow should be held longer in this case. <br /> <br />Bremer stated she does not envision that being necessary. <br /> <br />Mattick stated it probably is not necessary to hold the escrow through 2016 if the work is completed and <br />appears to be stable in 2015. <br /> <br />Bremer stated she would put the inspection language under the conclusions as Paragraph 10 and then <br />change the remaining numbering. <br /> <br />Bremer moved, Printup seconded, to adopt RESOLUTION NO. 6449, a Resolution Granting a <br />Conditional Use Permit Pursuant to Municipal Zoning Code Section 78-966, for the property <br />located at 1855 Concordia Street, with the following language being included as Paragraph No. 10: <br />City Staff shall inspect the site once each year in 2015 and 2016 to ensure that the plants set forth in <br />the resolution has been followed and that vegetation has been established, with the following <br />paragraphs being renumbered as appropriate. VOTE: Ayes 4, Nays 0. <br /> <br /> <br />PUBLIC WORKS DIRECTOR/CITY ENGINEER’S REPORT <br /> <br />*8. NAVARRE STREET LIGHT AND SIDEWALK PROJECT – PAY REQUEST NO. 2 <br /> <br />Levang moved, Bremer seconded, to approve Pay Request No. 2 for the contractor MP <br />Technologies in the amount of $98,646.56 for the Navarre Street Light and Sidewalk Project. <br />VOTE: Ayes 4, Nays 0. <br /> <br /> <br />*9. ORONO ORCHARD ROAD DRAINAGE ISSUE <br /> <br />Levang moved, Bremer seconded, to authorize the Orono Orchard Road drainage improvements <br />recommended by Bolton & Menk. VOTE: Ayes 4, Nays 0. <br /> <br /> <br />10. COUNTRYSIDE DRIVE DRAINAGE ISSUES <br /> <br />Martini stated earlier this summer he received a call from the property owners at Countryside Drive who <br />have been experiencing some flooding on their property periodically over the years. Martini indicated he <br />did go out to their property during one of the rain events and found that there is a significant amount of <br />water that backs up on the north side of Countryside. <br />
