MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, September 8, 2014 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br />  <br />  Page 1 of 25  <br />ROLL CALL <br /> <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />Lili Tod McMillan, Council Members Cynthia Bremer, Lizz Levang, and Aaron Printup. Representing <br />Staff were City Administrator Jessica Loftus, Finance Director Ron Olson, Community Development <br />Director Andrew Mack, Senior Planner Michael Gaffron, City Planner Melanie Curtis, City Attorney <br />Soren Mattick, Consulting City Engineer David Martini, and Recorder Jackie Young. <br /> <br />Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br /> <br />APPROVAL OF AGENDA <br /> <br />1. CONSENT AGENDA <br /> <br />Item Nos. 9, 10, 12, 13, and 14 were added to the Consent Agenda. Item No. 7 was removed from the <br />agenda. <br /> <br />Levang moved, Bremer seconded, to approve the Consent Agenda as amended. VOTE: Ayes 4, <br />Nays 0. <br /> <br />APPROVAL OF MINUTES <br /> <br />*2. CITY COUNCIL WORK SESSION OF AUGUST 25, 2014 <br /> <br />Levang moved, Bremer seconded, to approve the minutes of the Orono City Council work session <br />of August 25, 2014, as submitted. VOTE: Ayes 4, Nays 0. <br /> <br />*3. REGULAR CITY COUNCIL MEETING OF AUGUST 25, 2014 <br /> <br />Levang moved, Bremer seconded, to approve the minutes of the Orono City Council meeting of <br />August 25, 2014, as submitted. VOTE: Ayes 4, Nays 0. <br /> <br />PRESENTATION <br /> <br />4. DRAFT PAVEMENT MANAGEMENT PLAN <br /> <br />David Martini stated work has been going on for the past several months to update the City’s pavement <br />management plan. The plan was previously updated in 2011. The City Council had requested the plan be <br />updated to reflect the current condition of the roads owned by the City and to determine the overall <br />rehabilitation needs of the system and planning level cost estimates that can be used to plan for the future. <br /> <br />Martini indicated the color-coded map on the overhead shows the existing conditions of the roads around <br />town. The roads are further distinguished between low volume, collector, and municipal state aid. The <br />proposed method of rehabilitation for each type of road starts with the assumption that the City’s roads <br />can be improved within the footprint of the existing roadway. Work on low volume roads is proposed to <br />be limited primarily to the pavement section, while collector roads and municipal state aid routes are <br />proposed to include more work to the subgrade and areas beyond the pavement surface. <br />
