The City will conduct a baseline inspection of rear access road prior to issuance of building <br /> permit and applicant shall be responsible for returning it to pre-construction condition if damaged <br /> by the construction process. <br /> <br />Gaffron stated the applicants have revised their plans to meet the recommendations of the Planning <br />Commission and have decreased the hardcover slightly. Gaffron noted it is difficult to decrease the <br />amount of hardcover on the property any further due to the size of the lot. <br /> <br />Gaffron stated the variance request is similar in scope and character to other past variances granted for <br />rebuilds on Crystal Bay Road. Staff recommends approval of the variances per the findings and <br />conditions of the draft resolution. <br /> <br />Levang asked how deep the underground garage is. <br /> <br />Gaffron illustrated the existing garage on the overhead. Gaffron pointed out the existing garage is close <br />in proximity to the current house. The portion of the garage that is underground will be removed and <br />filled in. <br /> <br />Levang asked if what is exposed today will remain. <br /> <br />Gaffron indicated it will remain. <br /> <br />Levang asked how that will be filled in. <br /> <br />Gaffron stated it will likely be filled in with dirt from the site. <br /> <br />Levang indicated she is concerned about erosion or the area collapsing. <br /> <br />Dave Martini, Engineer stated to the extent they could, they would use materials from the site, compact <br />the fill, and then restore it as quickly as possible to eliminate the erosion issues. <br /> <br />Levang asked what the purpose of the retaining wall is. <br /> <br />Gaffron stated the wall will be in the range of eight feet high and will require engineering. The exact type <br />of retaining wall has not been determined at this point. Gaffron pointed out the areas on the overhead <br />where retaining walls would be required. <br /> <br />Martini stated the topography of the site limits what the applicants can do from an engineering standpoint. <br />Given the minimal room to construct the wall, it will likely be a poured concrete wall. <br /> <br />Levang asked if the depth of the garage will be sufficient for a car. <br /> <br />Gaffron indicated it will be one car deep. Gaffron stated the lot is a 50-foot wide lot and that the garage <br />will likely be no more than 20 feet deep. Gaffron indicated the parking area is for guest parking.
