McMillan stated she does not see the rationale for having development in the back <br /> portion of the site. <br /> McMillan asked whether the rain gardens were added by the applicant. McMillan stated in her view it <br /> would be best to leave the natural areas as is. <br /> Gaffron stated the rain gardens were the recommendation of the City Engineer and the applicant's <br /> engineer. Gaffron stated to his knowledge they were a requirement of the Watershed District and that <br /> there were concems raised by the neighbors about the runoff and drainage. <br /> George Stickney stated he is here representing the Slechta family and working with Land Source to <br /> provide some guidance to the development. Stickney commented the proposal has come a long ways <br /> since September and that he personally did not like the original plan but it was more conforming than <br /> Options 1 or 2. Stickney stated they could have done four lots with two outlots on each side to get to six <br /> lots,but as a result of the September meeting, it was decided they should not constnxct in the back portion <br /> of the property. <br /> Stickney noted out of 37 properties in the area,more than half do not meet the one-half acre minimum, <br /> and that in his view the PRD is the right solution. Stickney stated they reverted to Option 1 as a result of <br /> the Planning Commission meeting. <br /> Stickney noted they are not creating a private road and that they would prefer not to forxn a homeowners <br /> association to manage the conservation easement. Stickney indicated they are amenable to creating a nice <br /> walking path around the property to allow access back there and that there could be a covenant filed <br /> against the title stating that certain portions of the site are not to be built upon. Sticlrney indicated it <br /> would be better from a marketing standpoint if there are six lots and it would also create more taYable <br /> value for the City if there were six lots. <br /> Stickney stated there was one person that spoke at the October Planning Commission meeting about the <br /> driveway on the east side. The location of the new house will be in approximately the same spot as the <br /> existing house. Stickney indicated there will also be a tree preservation agreement and a nice walking <br /> path to provide access to the rear of the property. <br /> (KrisN Anderson arrives at 7:33 p.m.) <br /> McMillan asked how the rain gardens were developed. <br /> Stickney indicated he was not part of that discussion.
