' MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,August 12,2013 <br /> 7:00 o'clock p.m. <br /> (PUBLIC WORKS DIRECTOR/CITY ENGINEER'S REPORT, Continued) <br /> Staff might need to come to the Council with a small bill to dispose of something that should not have <br /> been disposed there. <br /> McMillan indicated she would be voting against leaving it open until October because, in her opinion, <br /> that is too long of a period of time. <br /> VOTE ON THE ABOVE MOTION: Ayes 3,Nays 2,Bremer and McMillan opposed. <br /> MAYOR/COUNCIL REPORT <br /> Levang reported she did attend the emerald ash borer session at the City of Minnetonka and that she will <br /> be providing Public Works Director Struve with some information. Levang noted all of Hennepin and <br /> Ramsey have quarantine in place and that she would suggest that sometime in 2014 the City hold a work <br /> session about this issue. The City of Minnetonka has had a plan since 2009. Levang noted the City of <br /> Burnsville has allocated $3.2 million to address the problem. <br /> Levang stated Orono does need to have a plan and begin working with neighboring cities to develop a <br /> plan. Levang stated the options so far are to cut down the trees and dispose of the wood or use an <br /> insecticide. The injections are around $250 a piece, last around two years, and are highly successful. <br /> Printup asked what the City did years ago to deal with the Dutch Elm problem. <br /> Gaffron stated during the late 1970s the City employed a city forester,which ended in 1980. Gaffron <br /> indicated he does not recall what the City did to address Dutch Elm disease. <br /> Levang asked if the City has a lot of ash trees. <br /> Struve indicated he is unaware of what types of trees are in the city-owned parks and that the first step <br /> would probably be to conduct a tree inventory. <br /> McMillan stated the expense likely will be removal of the dead trees. <br /> Loftus commented another factor that should be taken into consideration is the impact on the view if a <br /> number of trees need to be removed. <br /> Levang requested that item be discussed at a work session sometime in 2014. <br /> Anderson asked if Hennepin County has provided a timeline on when the crosswalks in Navarre would be <br /> addressed. <br /> Gaffron stated last week he was told by Mr. Grube that he would let the City know. <br /> Anderson stated she deliberately walked in the crosswalk and was almost hit. Anderson stated that is a <br /> good reminder the City needs to keep on top of that issue. <br /> Page 33 of 37 <br />
